This contract specifies the procurement of polyurethane coating designated by NSN 8010-01-719-3940 and part number 8000B00707BMGBCX, with a total quantity of one kilogram and a strict delivery requirement of five days after award. The item is classified as a critical application product with a Type I, Code H shelf life of 12 months that is non-extendable, and it must be marked with special marking code 32 to indicate this shelf-life constraint. Compliance with multiple technical and packaging standards is mandatory, including MIL-STD-2073-1E for packaging, MIL-STD-129 for labeling and marking, and DLA packaging requirements, with palletization governed by RP001. The coating is hazardous, requiring full adherence to the revised HCS under 29 C.F.R. 1910.1200, which mandates submission of Safety Data Sheets and compliant labels approved by the contracting officer prior to award, along with employee training on hazard communication protocols. The product must be shipped FOB destination via the fastest traceable means—parcel post is expressly prohibited—and delivered to the specified address at Tinker Air Force Base. The shipment is identified by RDD 777, reference TCN FB203762180011, and linked to project TP 1. The contract enforces zero variance in quantity and requires inspection and acceptance at the destination. All documentation must align with the current revisions of referenced standards, including MIL-STD-129R, MIL-STD-147F, and FED-STD-313F, with the latter governing the transition from MSDS to SDS. The procurement falls under NAICS code 325510 and is issued by DLA District Oklahoma City, with the response deadline set for August 17, 2026, and an original required delivery date of August 11, 2026. The contract incorporates all technical and quality requirements identified by R or I numbers from the DLA Master List, ensuring strict adherence to federal and DoD compliance standards throughout the supply chain.
