Solicitation SPE8ES-26-T-2247, issued by the Defense Logistics Agency, is a request for a polyurethane coating kit (NSN 8010-01-583-4774) used for aircraft surfaces. The required product is a high-solids, multi-component topcoat in Gloss Green (FED-STD-595, color 14187) that conforms to MIL-PRF-85285 Type 4, Class H, Grade N. Each kit must consist of a pigmented polyester resin and solvent (Component A) and a clear aliphatic isocyanate (Component B) totaling two quarts. Delivery is required within five days after the delivery order to Joint Base Elmendorf-Richardson, Alaska, with FOB Destination terms. The contract mandates strict adherence to packaging and marking standards, specifically MIL-STD-129R and MIL-STD-2073-1E. Because the coating is classified as hazardous material, the supplier must provide Safety Data Sheets and labels compliant with 29 C.F.R. 1910.1200 (Hazard Communication Standard) for review and approval prior to award. Additionally, the contractor must comply with various cybersecurity and information safeguarding requirements, including NIST SP 800-171 and DFARS 252.204-7012.
