The Port of Redwood City Ferry Terminal Project involves the establishment of a passenger ferry service operated by the Water Emergency Transportation Authority with routes connecting Redwood City to San Francisco and Oakland. The project encompasses the construction of comprehensive waterside and landside infrastructure on a 9.2 acre site, including a ferry dock, gangway, security gates, kiosks, portable restrooms, bicycle storage, and a surface parking lot. Additionally, the plan includes roadway improvements for multimodal access, the relocation of existing infrastructure, and an extension of the Bay Trail. To support the terminal, the project seeks zoning changes and amendments to the San Francisco Bay Area Seaport Plan and the San Francisco Vessel Mutual Assistance Plan to allow for visitor serving amenities, including a hotel with associated meeting and event facilities, a standalone restaurant, limited office space, and a permanent restroom facility. The project is currently undergoing a comprehensive environmental review process under the California Environmental Quality Act, with a Draft Environmental Impact Report released in September 2026. Technical assessments have been conducted to evaluate the project's impact on biological resources, cultural and paleontological assets, and air quality, with specific mitigations proposed such as the use of Tier 4 engines and restricted in water work windows. Further studies have addressed geotechnical requirements for the onshore facilities, noise levels, and transportation impacts, including vehicle miles traveled and level of service analysis. A ship wake and morphology assessment was also performed to minimize shoreline erosion through recommended vessel speed reductions. The Port of Redwood City serves as the lead agency, with project management overseen by Don Snaman and technical support provided by CDM Smith and COWI.
