Port Offshore Wind Equity and Readiness (POWER)

The Port Offshore Wind Equity and Readiness (POWER) project is a comprehensive pre-development planning and permitting effort funded by the California Energy Commission. The project focuses on the 430-acre offshore wind terminal known as Pier Wind, located at the Port of Long Beach in the Outer Harbor near Pier 400 and the Navy Mole. This initiative is strictly limited to planning and design activities and does not include any construction or physical improvements. Key project activities include engineering design, advanced design studies, cost estimates, and site assessments involving a limited number of drilling operations. The scope also encompasses environmental reviews, mitigation planning, and the development of engagement strategies for California Native American Tribes, near-port communities, public agencies, and industry stakeholders. Additionally, the project incorporates workforce development and feasibility studies to ensure the readiness of the offshore wind infrastructure. Under the California Environmental Quality Act, the project has been issued a Notice of Exemption as it involves no construction and will not significantly impact the environment.
