AI Contract Overview
The Air Force Life Cycle Management Center, on behalf of the Air Force Radiation Assessment Team, is seeking qualified vendors to supply the AEGIS Spectrometer, 40% GX-Detector, RDC, a portable high-purity germanium gamma spectrometer system designed for real-time radiological threat assessment in field environments. This is a brand-name-only solicitation under the Revolutionary Federal Acquisition Regulation Overhaul, requiring strict adherence to the exact AEGIS model specified, with no “or equal” alternatives permitted. The requirement is for two complete systems, each consisting of a ruggedized 14-inch Windows 10 Pro laptop with a Core i5 processor, 8 GB memory, and 512 GB SSD; a 6-inch RDC detector with a minimum 10-year shelf life; a shipping case; two internal and two spare batteries; an AC power supply; two external battery chargers; three-year licenses for Genie Single-Input and ISOCS/LabSOCS software; and ISOXCAL-SOCS characterization. All units must have GPS and Wi-Fi physically removed, and the equipment must be delivered FOB destination to Wright-Patterson Air Force Base, Ohio, no later than 120 days after contract award. All shipping, insurance, and associated costs must be included in the offeror’s price. Proposals must be submitted as a single email not exceeding 5 MB in size, with attachments limited to .pdf, .docx, or .xlsx formats, and must include the company’s SAM Unique ID, CAGE code, and TIN, along with technical documentation proving full compliance with every SOW requirement, a complete price schedule matching the CLIN structure, firm-fixed pricing with no progress payments or separate shipping charges, and a letter confirming authorized reseller status from the manufacturer. Offerors must hold a current CMMC Level 1 self-assessment in the Supplier Performance Risk System, be registered in SAM throughout the contract’s life, and comply with the Buy American Act by declaring the country of origin for all components. Evaluation will be conducted on a Lowest Price Technically Acceptable basis, where technical compliance is a single pass/fail criterion—any failure to meet a single requirement renders the proposal unacceptable. Offerors must also provide representations regarding their small business status, ownership, foreign influence, commerciality, warranty terms, and eligibility for potential small business set-aside consideration under the 1,200-employee size standard.
