Tactical Air Traffic Control (ATC) Command and Control (C2) System (TACOS)
Solicitation # FA2330_RFI_TACOS
The Air Force Life Cycle Management Center’s Aerospace Management Systems Division is seeking industry input through a Request for Information (RFI) to inform the future acquisition of a Tactical Air Traffic Control Command and Control System, known as TACOS. This RFI is strictly for market research under the Revolutionary Federal Acquisition Regulation Overhaul and does not constitute a solicitation or commitment to contract. Responses are limited to U.S.-registered contractors, and no payment will be provided for submissions. TACOS is envisioned as a modular, mobile, and survivable expeditionary system designed to replace outdated legacy ATC platforms that are ill-suited for modern multi-domain warfare. It must operate reliably in contested, degraded, or operationally limited environments, providing unified airspace awareness by fusing data from radar, ADS-B, tactical data links, weather feeds, and unmanned systems into a single integrated air picture. The system must be deployable within a 20-by-20-foot footprint, transportable on a single 463L pallet, operable by a crew of four, and capable of automatic power switching between commercial, scavenged, and generator sources without interrupting operations. TACOS must adhere to a Government-owned Modular Open Systems Approach with open standards, enabling seamless integration of third-party components and cloud-ready software containers. Core requirements include sub-second data fusion across up to twelve sensor inputs, real-time terrain and meteorological corrections for accurate altitude tracking, multi-path secure communications compliant with ICAO standards, and full interoperability with joint and coalition C2 networks including ABMS, BMC2, and the National Airspace System. The system must be hardened against electromagnetic pulse and electronic warfare threats, meet MIL-STD and TEMPEST requirements, and function while operators wear MOPP-4 gear. Operator workstations must support intuitive, multi-layer displays with AI/ML decision aids for conflict detection, aircraft sequencing, and threat visualization, along with automated safety alerts meeting FAA and EUROCONTROL standards for minimum safe altitude and conflict warnings. The architecture must support continuous 24-hour voice and data recording, rapid reconfiguration during operations, remote diagnostics, and sustain an operational availability of 0.999 under contested conditions. Industry is urged to propose commercial-off-the-shelf or government-off-the-shelf solutions and provide detailed technical alignment with each capability outlined, including cost and schedule estimates, open architecture compliance, and relevant past performance on government programs.
