Below are changes made regarding the statement of work and the date offers are due:
The Contractor shall provide cleaning services and waste tank emptying three (3) times per week (Monday/Wednesday/Friday preferred) to prevent overflowing of waste holding tank and/or preventing the unit from being placed out of service due to full waste tanks.
Also, offers are now due no late than Monday, May 18 2026 at 5:00PM EST.

Below are common questions which have been received regarding this requirement, along with corresponding answers:
Q. The SOW states the contractor shall provide cleaning and waste emptying "as needed" for 100 people. Can the Government provide a minimum required frequency for cleaning and pumping (e.g., three times per week, daily)?
A. This would depend on size of waste tank on the unit. Vendor experience should determine frequency of service and be included with their bid. The unit should remain usable during the entire POP.
Q. Does the contractor's responsibility for "maintenance and upkeep" include the provision of all consumables (toilet paper, paper towels, soap, and hand sanitizer) for the duration of the rental?

Q. Power Distance: What is the approximate distance from the trailer’s intended placement to the 110v AC electrical outlet? (This determines the length of the contractor-provided extension cord required).

This is a combined synopsis/solicitation for a commercial service acquisition prepared in accordance with simplified acquisition procedures found in the Federal Acquisition Regulation (FAR) Revolutionary Far Overhaul (RFO) Subpart 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. This solicitation is intended to result in the issuance of a singular firm fixed price award.
Solicitation Number N62789-26-Q-0019 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2026-01 dated March 13, 2026.
This is a complete small business set aside acquisition using NAICS Code: 562991, size standard: $9,000,000.
The unit will be used at a pier at the Naval Submarine Base New London. The intended period of performance is May 26, 2026 – July 20, 2026.
The successful offeror is also required to be at least “LEVEL 1; SELF” Certified in the Cybersecurity Maturity Model Certification (CMMC) within the Supplier Performance Risk System (SPRS) module in the Procurement Integrated Enterprise Environment (PIEE). This requirement is found in DFARS Provision 252.204-7025 and Clause 252.204-7021 as both are contained in the solicitation.

CLIN 0001: Portable Restroom Trailer The Contractor shall provide one (1) Portable Restroom trailer with a minimum of four (4) separate (unisex) stalls with a minimum of two (2) hand wash sinks. Please see statement of work for specific requirements.
CLIN 0002: Delivery and Pick-Up Round Trip Delivery/Pick-up to (Naval Submarine Gase, Groton, CT)for the portable restroom. Delivery and pick-up date and time shall be coordinated with the Government Technical Point of Contact (GTPOC).

If delivery and pick up charges are included in the total cost of the quote, the quote shall adequately state that. Offerors shall submit the specification of the mobile restrooms and wash stations along with their quote.
The anticipated award will be made to the responsible vendor that can satisfy this requirement in conformance with the solicitation and is determined to be the best value to the government, price and other factors considered. In determining the best overall response, the combined non-cost/price factors (technical qualification and past performance) are more important than the cost/price factor; however, cost/price is still a significant factor. The Government may select for award the offeror whose price is not necessarily the lowest, but whose technical quotation is more advantageous to the Government and warrants the additional cost. Offers that take exception to any performance criteria are unacceptable.
