The contract requires the provision of a portable restroom trailer with four unisex stalls and at least two hand wash sinks, along with delivery and pick-up services to Naval Submarine Base New London in Groton, Connecticut, for a period of performance from May 26, 2026, to July 20, 2026. The trailer must be equipped with active air conditioning to meet all-weather and 24-hour usage demands, connected to a 110v power source within 100 feet and a 1.5-inch freshwater connection also within 100 feet, and must include all consumables such as toilet paper, paper towels, soap, and hand sanitizer. Waste tank emptying and cleaning services must occur at a frequency sufficient to prevent overflow or service disruption, with updated guidance specifying a preferred schedule of three times per week on Monday, Wednesday, and Friday, though vendor experience must determine the exact frequency based on tank size and 100-person continuous usage. No on-site dumping facility is available, and the contractor must manage waste removal independently. The solicitation is a full small business set-aside under NAICS code 562991 with a $9 million size standard, and only eligible small businesses may respond. The successful offeror must be at least Level 1 Self-Certified in the Cybersecurity Maturity Model Certification (CMMC) within SPRS, maintain an active SAM registration, and comply with DFARS clauses related to cybersecurity, flow-downs, anti-trafficking, corporate responsibility, and subcontracting. The government will evaluate proposals using a trade-off approach, placing greater emphasis on technical qualification and past performance than on price, and may select a higher-priced offer if its technical advantages are superior. Inspection and acceptance occur at the destination, and all invoices must be submitted through Wide Area WorkFlow. Special requirements include disclosure of organizational conflicts of interest and a three-year restriction on future participation in related procurements.

UPDATE 5/14/2026

Below are changes made regarding the statement of work and the date offers are due:

The Contractor shall provide cleaning services and waste tank emptying three (3) times per week (Monday/Wednesday/Friday preferred) to prevent overflowing of waste holding tank and/or preventing the unit from being placed out of service due to full waste tanks.

Also, offers are now due no late than Monday, May 18 2026 at 5:00PM EST.

Please see the newly attached amendment and statement of work.

UPDATE 4/29/2026

Below are common questions which have been received regarding this requirement, along with corresponding answers:

Q. The SOW states the contractor shall provide cleaning and waste emptying "as needed" for 100 people. Can the Government provide a minimum required frequency for cleaning and pumping (e.g., three times per week, daily)?

          A. This would depend on size of waste tank on the unit.  Vendor experience should determine frequency of service and be included with their bid.  The unit should remain usable during the entire POP.

Q. Does the contractor's responsibility for "maintenance and upkeep" include the provision of all consumables (toilet paper, paper towels, soap, and hand sanitizer) for the duration of the rental?

          A. Yes, consumable included with the rental

Q. Power Distance: What is the approximate distance from the trailer’s intended placement to the 110v AC electrical outlet? (This determines the length of the contractor-provided extension cord required).

          A. Electrical hookup (110v) will be maximum of 100 ft from trailer.

Q. Water Connection: What is the distance from the trailer to the 1 ½ inch freshwater connection?

           A. Water hookup will be maximum of 100 ft from trailer.

Q. The current SOW specifies an "all-weather full enclosure" and requires electrical connectivity, but does not explicitly state a requirement for Air Conditioning (AC) or climate control. Does the Government require the trailer to be equipped with active Climate Control/Air Conditioning to meet the "all-weather" and "24-hour use" requirements?

           A. Yes.

Q. Will water be provided by the government?

            A. Yes, a water connection (1.5 inch firehose connection) is available. Vendor bring hoses/adapters and connect.

Q. Is there a dumping facility we can use on site?

            A. No.

Q. How often do you expect cleaning and restocking to be needed?

            A. Expected usage is 100 people 24/7.

In determining the best overall response, the combined non-cost/price factors (technical qualification and past performance) are more important than the cost/price factor; however, cost/price is still a significant factor. The Government may select for award the offeror whose price is not necessarily the lowest, but whose technical quotation is more advantageous to the Government and warrants the additional cost. Offers that take exception to any performance criteria are unacceptable.

Quotations are due prior to 04:00 P.M., EST on May 8th, 2026. Late submissions will not be accepted.

Offers should be submitted via electronic mail to: roland.j.parrilla.civ@us.navy.mil and stephanie.l.neale.civ@us.navy.mil. Offerors should identify the RFQ number in the subject line of the email. Offerors are advised to submit electronic documents early and to confirm successful transmittal.

EVALUATION FACTORS FOR AWARD:

Quotes will be evaluated for technical acceptability and price. The Government may select for award the offeror whose price is not necessarily the lowest, but whose technical quotation is more advantageous to the Government and warrants the additional cost.
