Portable Toilet Rental and Maintenance Services

The Department of Homeland Security’s Federal Law Enforcement Training Center (FLETC) in Brunswick, Georgia, is seeking industry input through a Request for Information (RFI) to assess interest in providing portable toilet rental and maintenance services across its Glynco campus. The anticipated contract will feature a base period of one year, beginning October 1, 2026, following a 30-day phase-in period from September 1 to September 30, 2026, with four optional one-year extensions running through August 31, 2031. The procurement is structured as a total small business set-aside under FAR 19.5, requiring respondents to identify their company name, contact information, and applicable socio-economic category, along with their SAM.gov Unique Entity Identifier. Performance is exclusively limited to the FLETC Glynco site in Glynn County, Georgia, where contractors must deliver, service, remove, and replace portable sanitation units on scheduled and unscheduled bases, responding to requests within one business day and replacing failed units within 24 hours. All units must be labeled with permanent, visible, block-letter tracking numbers approved by the Contracting Officer’s Representative, and contractors must maintain clean, leak-free vehicles and ensure full compliance with Georgia DNR, EPA, and OSHA regulations. Contractors are required to submit a Safety Plan and a Quality Control Plan within 15 days of award, as well as monthly Quality Control Reports documenting inspections, corrective actions, and service performance. Personnel must be U.S. citizens or lawful permanent residents, proficient in English, adherent to professional conduct standards, and free from conflicts of interest or criminal history that could interfere with Government operations. The Project Manager must have recent experience managing similar services, be available 24/7 for emergencies, and designate a qualified alternate during absences; the Point of Contact must be available at all times with immediate notification required for any changes. No premium pay is permitted for federal holidays, and all surge services must be provided without additional cost unless formally modified.
