Portable Toilets and Handwashing Stations

The Government is seeking a vendor to provide 68 portable toilets and 16 handwashing stations along with comprehensive servicing at Camp Lejeune, North Carolina, and surrounding training areas, under a 100% Total Small Business Set-Aside under NAICS code 562991. The scope of work includes the delivery, setup, routine pumping and cleaning, and final removal of all equipment within a defined performance period from May 31, 2026, to June 21, 2026. Services must be performed to 100% accuracy with 100% inspection standards for all tasks, including stocking, sanitation, and site cleanup, with specific delivery schedules and servicing frequencies detailed in the attached Performance Work Statement and Portable Toilet Rental Locations Table. Access to worksites is restricted to weekday hours between 7:30 a.m. and 3:30 p.m., excluding federal holidays, and all personnel must comply with base identification and security protocols including registration in the Defense Biometrics Identification System and wearing visible company identification. The contractor is responsible for all logistics, transportation, and compliance with OSHA and base health standards, and must remove all equipment no later than five days after contract completion at their own expense. This solicitation, under number M6700126Q0079, requires full SAM registration with submission of the Unique Entity ID, Cage Code, and Federal Tax ID, and only open market pricing will be considered. Proposals must include pricing for all line items or they will be deemed nonresponsive, and must be submitted via email to the designated contracting specialist by the deadline of May 27, 2026. Evaluation will be based on total quoted price—covering shipping—and other factors such as technical capability and past performance, with award determined as most advantageous to the Government.
