Portage County CTH A STP-Rural Program Roadway Design

Portage County is seeking an engineering consultant for the pavement replacement design of CTH A from CTH Z to STH 66 in the Town of Alban, Wisconsin, which includes the replacement of structure P-49-0913. This project is part of the Wisconsin Department of Transportation’s 2024-2029 Bipartisan Infrastructure Law STP-Rural Program. The selected firm will be responsible for all project delivery tasks, including survey, agency and utility coordination, public involvement, environmental documentation, and the production of final Plans, Specifications, and Estimates. The project requires a full road closure with a posted detour and must adhere to WisDOT guidelines and Wisconsin State Statutes. Key milestones include a PS&E submission date of November 1, 2028, and a construction let date of March 13, 2029, for State Fiscal Year 2029. Solicitation 2026-27PC utilizes a Quality Based Selection process, meaning cost is not a factor in the evaluation. Proposals are scored out of 1000 points based on relevant project experience, proposed solutions, staff qualifications, organizational capabilities, and the ability to meet the timeframe and quality control standards. To be eligible, firms must be listed on the WisDOT Roster of Eligible Engineering Consultants. Proposals must be physically submitted in a sealed package to Portage County Purchasing by 2:00 p.m. on September 1, 2026. The contract is federally funded through the WisDOT Local Program and requires specific insurance coverages, including general liability of 1,000,000 dollars per occurrence.
