AI Contract Overview
The Bureau of Land Management (BLM) is seeking quotes for an urgent post-flood cleanup and disaster abatement project at the Sand Island Ranger Station, located in a remote area near Bluff, Utah. This total small business set-aside under NAICS 562910 involves remediation services for four structures: a boat house, a visitor contact center with straw-bale construction, a law enforcement office, and a residential manufactured home. The scope of work includes hazard assessments, moisture mapping, removal of standing water and muck, replacement of saturated flooring and drywall, HEPA air scrubbing, and the proper disposal of debris. Due to the detection of E. coli in flood waters, contractors must adhere to strict safety standards and provide their own power and water. The contract is a firm-fixed-price award based on the Lowest Price Technically Acceptable (LPTA) evaluation method. To be eligible, vendors must be active in SAM.gov and demonstrate a proven technical approach and prior capability in similar abatement work. The period of performance is 30 calendar days from the Notice to Proceed, with work expected to commence within three business days of that notice. Quotes must include lump sum mobilization costs, equipment descriptions, and fully burdened labor and unit rates. All submissions are due by November 4, 2026, at 3:00 p.m. Mountain Time to Mark Renforth. Payment will be processed electronically via the U.S. Department of the Treasury's Invoice Processing Platform.
