Potable Water Sampling Services

The U.S. Department of Defense, through the W6QK Acc-Apg Cont Ct Tyad Ofc, is seeking capable sources to provide potable water sampling services at Tobyhanna Army Depot in Tobyhanna, Pennsylvania, under solicitation number W25G1V0096870427. This action is issued as a Request for Information (RFI) for planning purposes only and does not constitute a solicitation for proposals or a commitment to award a contract. Respondents must demonstrate their ability to perform a comprehensive drinking water quality monitoring program, including weekly sampling for Total Coliform, E. coli, and Free Field Chlorine, quarterly analysis for parameters such as Calcium, Orthophosphate, Alkalinity, Specific Conductance, TDS, and laboratory pH, and annual, quarterly, and tri-annual testing for SOCs, VOCs, Nitrate/Nitrite, IOCs, Lead/Copper, HAA5s, TTHMs, PFOS, and PFOA. All sampling and reporting must align with Pennsylvania Department of Environmental Protection regulations, and contractors must possess and maintain a valid PaDEP certification throughout the contract period. Data must be submitted electronically to the Water Program Manager by the end of the month following sample collection, with specific deadlines for Annual VOCs and IOC results, and must comply with strict CUI handling protocols including marking, storage, access controls, and secure disposition. Contractors must maintain CMMC Level 2 compliance, implement OPSEC Level I training, adhere to DD Form 441 and NISPOM requirements, and safeguard all government property and information according to Army and DoD guidance, including compliance with force protection conditions and mission-essential duties during emergencies.
