The Army Contracting Command - New Jersey (ACC-NJ), on behalf of Joint Program Executive Office Armaments & Ammunition (JPEO A&A), and the Product Director of Demilitarization, are currently utilizing the Department of Defense Ordnance Technology Consortium (DOTC) Other Transaction Agreement (OTA) to award a prototype project for a new Automated Scrap Inspection system. This Special Notice is intended to notify industry of the potential to award a follow-on production contract or transaction in accordance with U.S.C 10 Section 2371b(f). The Government is in the process of negotiating and awarding a - 2371b prototype project under the DOTC OTA Technology Sub-objective PAS-17-23, which was competitively solicited under Request for Ordnance Technology Initiatives (ROTI) 17-01. Upon successful completion of the prototype project, the Government may award a follow-on production contract or transaction for approximately six (6) Automated Scrap Inspection systems. The Automated Scrap Inspection project objective is to demonstrate new radiological imaging technology and prove out automated inspection concepts through testing that contributes to the demilitarization process. X-ray systems technology will be applied to effectively inspect scrap enough to perform the required scrap inspection with reduced labor involvement. The overall goal of the DOTC project is to explore automation concepts and prove out an automated prototype system that will minimize or eliminate manual involvement while better assuring accuracy. This project enhances the mission by increasing the reliability of inspection to better ensure operator and public safety, as well as decreasing the cost to Demil explosives and improving Demiling quality. This is not a notice for a solicitation. This is not a request for proposals or whitepapers. This Special Notice is to advise interested members of the National Armaments Consortium (NAC), as well as other interested members within the U.S. technology base, that the Government anticipates the potential award of a follow-on production contract or transaction in accordance with U.S. 10 Section 2371b(f) for the new Automated Scrap Inspection system, contingent on the successful completion of the prototype project. The prototype project has already been solicited, but not yet awarded, under PAS-17-23. Per the memorandum issued by the Office of Under Secretary of Defense for Research and Engineering, Definitions and Requirements for Other Transactions Under Title 10, United States Code, Section 2371b, dated 20 November 2018, successful completion is defined as the written determination of the appropriate approving official for the matter in question that efforts conducted under a Prototype OT: (1) met the key technical goals of a project; (2) satisfied success metrics incorporated into the Prototype OT; or (3) accomplished a particularly favorable or unexpected result that justifies the transition to production. Furthermore, successful completion can occur prior to the conclusion of a prototype project to allow the Government to transition any aspect of the prototype project determined to provide utility into production while other aspects of the prototype project have yet to be completed. Any contractors believing that they can provide a solution for a new Automated Scrap Inspection system may provide evidence for consideration. Evidence must support the contractor's claim that they can provide a new radiological imaging system that contributes to the demilitarization process by increasing efficiency through less manpower as well as Demil effectiveness by increasing the accuracy, reliability, and quantification of explosives identification. The Government does not intend to pay for any information provided under this announcement. Contractors must have a current registration with the System for Award Management (SAM) http://www.sam.gov. Please note that information received will be considered solely for the purpose of determining whether the Government can conduct a competitive procurement after completion of the prototype project, or whether it will utilize the authority of 10 Section 2371b(f). Any information received will not affect the selection decision under PAS-17-23 for award of the prototype project. A determination to compete or not compete this follow-on procurement based on the responses to this Special Notice is solely within the discretion of the Government in accordance with applicable laws and regulations.
