PMNRCD, in partnership with the Rutland Regional Planning Commission in their joint role as the South Lake Champlain Clean Water Service Provider (CWSP), invites proposals from qualified environmental consultants to complete a minimum 60% preliminary design for the Poultney River Tributary Stream and Wetland Restoration Project north of Fair Haven, Vermont. The project will address significant erosion, sedimentation and phosphorus loading affecting a tributary to the Poultney River through the development of a technically sound, permittable and fundable stream and restoration design. An important goal of the project is to work in close partnership with DEC and SLC CWSP staff to meet agreed upon objectives, refine phosphorous reduction calculations and cost efficiency analyses, refine project approaches, and clarify a number of pending permitting questions. Development of a minimum 60% design reflects the complexity of the site, the severity of the erosion issues, and the need to establish a feasible, permittable restoration approach before advancing to final design. Working closely with Vermont DEC and CWSP staff, the selected consultant will be responsible for: preliminary site evaluation and analysis; identifying site constraints and design considerations; developing and comparing restoration alternatives; preparing a minimum 60% design for the selected best alternative(s) including supporting plans, technical specifications, cost estimates, and phosphorus reduction/cost efficiency calculations; identifying permitting requirements; assisting with landowner coordination and regulatory support and providing technical support throughout project development. Consultant must comply with all appropriate permits and regulations and be fully insured.
