The product is packaged in 1-gallon bottles, identified by unit of issue BT, and must be stored at 25°C (77°F) with permitted excursions between 15°C and 30°C (59°F to 86°F). It is regulated by the FDA and classified as a hazardous material under Federal Standard No. 313-E, requiring suppliers to provide Safety Data Sheets and Hazard Communication Standard-compliant labels in accordance with 29 C.F.R. 1910.1200. Employee training on these requirements is mandatory. All units must be sealed, commercially packaged, and palletized per DLA guidelines to ensure safe transport under the lowest possible freight rates. The contract specifies two line items totaling 7 gallons (2 BT + 5 BT), both with identical product specifications, delivery requirements, and compliance obligations. Delivery is FOB destination within 20 days, with zero quantity variance permitted and inspection and acceptance occurring at the destination. Two delivery points are listed: one in San Diego, California, for USNS JOHN GLENN and another in Norfolk, Virginia, for USNS CODY. Shipments must use the fastest traceable means, explicitly prohibiting parcel post. Each shipment must be labeled with RDD 777, project codes, and government-specific identifiers, and the original required delivery date is July 22, 2026. The contract is issued under solicitation SPE2DP-26-T-4200, referencing NSN 6505-00-994-7224 and approved manufacturer part numbers from Cardinal Health and Purdue Pharma. All technical, quality, and packaging requirements take precedence over any commercial standards not explicitly endorsed by the DLA.
