The POWER program aims to develop an airborne wireless energy relay system capable of redirecting high-energy laser beams from ground sources over long distances to provide efficient power delivery. The Phase 2 effort, lasting six months, focuses on reducing technical risks by creating a single, integrated subscale relay that operates at an altitude of at least 1.5 kilometers. This relay will demonstrate key functions such as beam redirection, correction, and energy harvesting, culminating in a demonstration at the High Energy Laser Systems Test Facility (HELSTF) at White Sands Missile Range, utilizing an existing laser source. The project emphasizes advancing laser beam control and energy transfer technologies in an airborne platform to support future military and energy applications. The solicitation was posted by the Defense Advanced Research Projects Agency (DARPA) on June 25, 2025, with a response deadline of July 31, 2025. It falls under NAICS code 541715, indicating a focus on research and development in engineering services. Interested organizations can contact the BAA Coordinator via email for further details. The contract aims to foster innovation in wireless energy transfer through aerial platforms, with the ultimate goal of enabling long-distance, high-power laser beam redirection and energy harvesting capabilities.

Full Description

The Persistent Optical Wireless Energy Relay (POWER) program seeks to build, demonstrate, and validate an airborne wireless energy relay capability that can provide for the redirection of ground-sourced high-energy laser beams over long distances for power delivery. The 6-month Phase 2 effort described in this solicitation seeks to reduce risk in the realization of this capability through the development of a single, integrated subscale relay hosted at an altitude of at least 1.5 km for demonstration of beam redirection, correction, and harvesting relay functions. The culminating demonstration is planned to be held at the High Energy Laser Systems Test Facility (HELSTF) at White Sands Missile Range and will employ an existing HELSTF laser as the source. The subscale relay shall redirect the beam to a receiver site on the ground.
