Powered Sit to Stand Patient Lifts

The Department of Veterans Affairs, through Network Contracting Office 15 in Leavenworth, Kansas, is conducting market research via a Sources Sought Notice to identify qualified sources capable of supplying seven new, fully functional powered sit-to-stand patient lifts, along with seven chargers, fourteen rechargeable batteries, and twenty-one standard standing wipeable slings in medium, large, and x-large sizes. The equipment must meet stringent technical specifications including a minimum lifting capacity of 440 pounds, a closed width not exceeding 27 inches, and a leg span that widens to at least 40 inches. Each lift must be fully motorized with electronic controls for leg adjustment and patient handling, include an integrated scale that functions at full capacity without additional batteries, and support patient weight-bearing on at least one leg while allowing handhold support. Compatibility with clip-based slings—specifically the Arjo MFA3000 disposable slings—is required, as well as features such as emergency stop and lowering functions, a wipeable belt for leg security, and flexible, adjustable leg support. All items must be new and come with a manufacturer’s warranty covering defects in materials and workmanship, with warranty details to be provided upon delivery. Responses must come from firms certified under NAICS code 339113 with a size standard of 800 employees, and respondents must disclose whether they are the manufacturer of the equipment or an authorized distributor, providing applicable authorization letters if applicable. Distributors must also comply with the Non-Manufacturer Rule, demonstrating that the products originate from a small business manufacturer, their company employs no more than 500 people, they are primarily engaged in retail or wholesale of these products, and they take ownership in a manner consistent with industry norms. Countries of manufacture must be disclosed, with certification required regarding compliance with U.S. trade agreements under FAR Part 25. Respondents must submit a capabilities statement proving they have the staffing, equipment, and certifications to deliver and support the equipment, along with administrative details including company name, address, UEI, point of contact, and socioeconomic status certifications such as small business, SDVOSB, VOSB, Hubzone, or WOSB.
