The Air Force Test Center at Eglin AFB, Florida, is conducting market research through a Request for Information to establish a Multi-Award Indefinite Delivery/Indefinite Quantity contract for the overhaul, rebuilding, fabrication, and acquisition of powertrain and driveline components, along with associated repair parts, to support a broad fleet of military and commercial assets. The primary customer is the 96th Range Support Squadron, Targets Flight, which requires these components to be restored to Original Equipment Manufacturer specifications for armored vehicles such as Main Battle Tanks and Armored Personnel Carriers, as well as radar systems, trucks, and watercraft ranging from 10 to 95 feet in length. The contract will span a potential ten-year period, including a five-year base period and a one-time five-year option, with delivery timelines of 120 calendar days for overhauled parts and 140 days for new repair parts after receipt of order, and seven working days for replacement of defective items. Technical standards are dictated by specific military technical manuals and depot maintenance work requirements, including engines such as the 8V71 Detroit Diesel, AGT 1500 Gas Turbine, and AVDS 1790 series, as well as foreign system documentation like ODMB/ODTB. Performance verification includes comprehensive test records for oil pressure, compression, shift pressures, dyno results, and ground or water tank testing, with immediate online or telephone technical support required during initial installation. All responders must be registered in SAM, provide their CAGE Code and UEI, and indicate their socio-economic status, including eligibility as small businesses, 8(a), HUBZone, WOSB, EDWOSB, or SDVOSB entities, while also disclosing any foreign ownership or planned use of foreign national employees. Responses are limited to a five-page capability statement submitted as a PDF, DOC, DOCX, or Excel file via email to the point of contact by 3:00 p.m. Central Time on June 26, 2026, with larger files requiring submission through the DoD SAFE portal. This RFI is purely for market analysis and does not constitute a solicitation or binding obligation from the government.
