Notice of Award: The Marine Corps Systems Command (MCSC), Portfolio Manager, Supporting Establishment Systems (PfM SES), Program Manager (PM), Applications (APPs) has a primary objective to continue providing support services to the Marine Corps with Post-Deployment Software Support (PDSS), Engineering Change Proposals (ECPs), and software upgrades for the APPs portfolio of Information Technology (IT) systems. MCSC awarded a 24-month extension to increase the ceiling amount under the current contract GS00Q09BGD0018, Task Order M67854-16-F-4804, to Deloitte Consulting LLP, 1919 N. Lynn Street, Arlington, VA 22209 for the provision of these Purchase Request Builder support services. The NAICS code for this requirement is 541512 - Computer System Design Services. This extension and increase in the ceiling of the task order will provide for continuity of services under the statutory authority permitting Exceptions to the Fair Opportunity Process as implemented by FAR 16.505(b)(2)(i)(B), Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. The sole source extension will extend the period of performance from 28 December 2018 to 27 December 2020 and increase the ceiling amount by $21,19,531.00. The extension is necessary to avoid delays in fulfilling the agency's mission-critical requirements for continuous critical PDSS support and systems upgrades via ECP and Strategic Training while a competitive replacement of the current contract vehicle is conducted. The MCSC anticipates a competition for a replacement contract to occur at the end of fiscal year 2019 under solicitation M67854-18-R-4830. This Notice of Award is not a request for proposals or quotations. No Statement of Work (SOW), Performance Work Statement (PWS), or solicitation will be provided. A determination by the Government not to proceed with this proposed action based upon responses to this notice is solely within the discretion of the Government.
