PR15972638 Supply and Delivery 7-8 SEATER PASSENGER SUV

The U.S. Consulate General in Dubai is soliciting quotations for the supply and delivery of one brand-new 7- to 8-seater passenger SUV with a model year of 2026 or newer, to be delivered FOB destination to its location in Umm Hurrair 1, Dubai. The vehicle must meet specific technical requirements including a minimum 3.5L V6 engine, 9-speed automatic transmission, four-wheel drive, and tires manufactured no more than six months prior to delivery. It must also come with a valid manufacturer warranty supported by an authorized service center in the UAE. Proposals must be submitted electronically by 3:00 PM UAE local time on June 1, 2026, to DubaiGSOProcurement@state.gov with the subject line “Quotation Enclosed – RFQ No. PR15972638” and must not exceed 10MB in total size, using PDF format only. The award will be made to the lowest-priced, technically acceptable, and responsible offeror under a Lowest Price Technically Acceptable (LPTA) methodology, with no preference given for small business or socioeconomic set-asides. All contractual obligations are governed by standard FAR clauses including 52.212-4 and 52.212-5, and additional provisions addressing cybersecurity, telecommunications restrictions, whistleblower protections, and service contract labor standards. The vehicle must be delivered to the specified location in Dubai, and acceptance will be performed by government personnel upon physical receipt. Invoices must be submitted by email to USMissionUAEInvoices@state.gov in compliance with FAR 32.905(e) and cannot be processed via WAWF or IPP. A sales contract and Vehicle Clearance Certificate must be submitted within 15 days of award. No specific packaging, preservation, or MIL-STD labeling standards are required, but the vehicle must be clearly marked with its brand, model number, and item description for traceability.
