The Pratts Dam Road Bank Stabilization Project is a stipulated price construction contract issued by West Brandywine Township in Chester County, Pennsylvania. The project aims to restore approximately 1,600 feet of roadway adjacent to the West Branch of Brandywine Creek, which is currently failing due to its position on an inclined rock surface. The scope of work includes replacing an existing retaining wall and constructing a new second retaining wall using soldier pile designs, as well as implementing rock protection, drainage system replacement, full depth pavement, and safety feature upgrades. The project will be executed under a full detour and must adhere to the latest PennDOT standards, AASHTO LRFD Bridge Design Specifications, and FHWA guidelines. The work is expected to be substantially completed within 26 months of the contract commencement. The contract will be awarded to the apparent low bidder who demonstrates the necessary technical qualifications, financial standing, and business integrity. A critical requirement for the award is the demonstration of good faith efforts to include Diverse Business subcontractors. Bidders must submit a bid guaranty of at least 10% of the total bid amount, and the successful contractor will be required to provide 100% performance and payment bonds. Compliance with the Pennsylvania Prevailing Wage Act and OSHA General Industry Safety and Health Standards is mandatory. Required submission documents include a bid price page, non-collusion affidavit, contractor qualifications, and a consent of surety, with a final bid submission deadline of November 12, 2026.

Ref. #: West Brandywine Township, Chester County
Pratts Dam Road is a local road located in West Brandywine Township, Chester County, Pa. Pratts Dam Road serves as a vital link for emergency services within the Township and maintaining the connection is a high priority for the Township. Approximately 1,600-feet of the roadway, which runs adjacent to the West Branch of Brandywine Creek, is built on an inclined rock surface above the stream and is currently exhibiting failure. The goal of this project is to re-establish the roadway by stabilizing the streambank to prevent further settlement and provide safety features meeting current PennDOT design standards to protect the traveling public. The first Phase I of this project entails a geotechnical investigation for the Pratts Dam Road. To determine the most suitable approach to stabilize the roadway, geotechnical investigations must be performed to provide the needed information to analyze and determine the best alternative for stabilization. The geotechnical investigation will be performed to characterize the existing roadbed fill, determine the underlying natural soils and locate the depth to rock. The results of the analysis and testing will establish the parameters for moving into Phase II: Design and provide the Township with the most economical solution to mitigate the existing condition. Two (2) soldier pile retaining walls were determined to be the most feasible solution.
