Q--AMPLICON SEQUENCING SERVICES
Solicitation # 140G0226Q0047
The USGS Office of Acquisition Grants in Denver has issued solicitation 140G0226Q0047 for a firm-fixed-price Blanket Purchase Agreement (BPA) to provide next-generation amplicon sequencing services. This contract supports the Michigan Bacteriological Research Laboratory at the USGS Upper Midwest Water Science Center in its research on bacterial pathogens, harmful algal blooms, microbial ecology, antibiotic resistance, and microbial source tracking. The scope of work includes non-personal services such as library preparation for 16S V4 amplicon sequencing, library pooling via qPCR, and sequencing using either Illumina MiSeq or AVITI platforms. The contractor is responsible for providing all necessary equipment, labor, and supplies, with a requirement to deliver demultiplexed or raw data within 60 business days of sample receipt. The BPA has a five-year period of performance running from September 17, 2026, through September 16, 2031, with a total not-to-exceed amount of $250,000. Evaluation of offers will prioritize non-priced factors over cost, specifically focusing on the availability of on-site equipment, the experience of on-site personnel, and internal quality assurance/quality control procedures. Offerors must also provide a capabilities narrative of no more than two pages and submit references from two customers who have purchased similar services within the last five years. Payment for BPA call orders will be handled through the Treasury’s Invoice Processing Platform for amounts between $10,000 and $100,000, while micro-purchases under $10,000 may be paid via government purchase card.

Liquid Surge
Solicitation # DARPA-PA-25-07-05
The Liquid Surge program, issued by the Defense Advanced Research Projects Agency DARPA Defense Sciences Office under solicitation DARPA-PA-25-07-05, seeks innovative basic or applied research to develop novel metrology for understanding wave propagation in compressible fluids. The objective is to advance scientific understanding, predictive modeling, and metrology of transient wave phenomena in liquid environments under challenging conditions. Awards will be structured as Other Transaction for Prototype projects, consisting of a Phase 1 Feasibility Study and an optional Phase 2 Proof of Concept. The total combined duration shall not exceed 18 months, with a critical go/no-go decision point occurring at the 9-month mark based on the self-consistency between experimental data and predicted wave properties. The total award value is limited to 995,000 dollars, with Phase 1 capped at 550,000 dollars and Phase 2 capped at 445,000 dollars. Payments are fixed-price payable milestones. Deliverables include prototype wave prediction computational tools, technical drawings of diagnostic hardware, standard operating procedures, and formal reports documenting the quality of the experimental and computational handshake. Proposals must be unclassified and submitted via the DARPA BAA Portal by December 14, 2026. Evaluation is a two-stage process starting with an abstract assessed for applicability and innovation, followed by a full proposal evaluated on technical justification and metric compliance. Proposers utilizing University Affiliated Research Centers must include an organizational conflict of interest mitigation plan and adhere to CMMC cybersecurity standards.

Atomically Precise Molecules (APM)
Solicitation # DARPA-PS-26-141
The Defense Advanced Research Projects Agency (DARPA) Multi X Office is soliciting proposals for the Atomically Precise Molecules (APM) program under solicitation DARPA-PS-26-141. The program aims to develop innovative synthesis techniques for programmable precision polymers (PPPs) and nonlinear optical (NLO) materials to overcome performance gaps in optical communications and LiDAR. The primary objective is the creation of scalable, fit-for-purpose materials, culminating in a prototype demonstration of a revolutionary NLO material integrated into a government-provided electro-optic modulator. Research focusing solely on inorganic materials or incremental improvements to the state-of-the-art is specifically excluded. This 36-month effort is structured in two technical phases, with Phase I focusing on developing PPP synthesis capabilities over the first 12 months. Awards will be issued as Other Transaction (OT) for Prototype Agreements under 10 U.S.C. 4022. Key requirements include CMMC Level 2 self-assessment compliance and adherence to a program-specific Controlled Unclassified Information (CUI) guide. Non-US organizations, FFRDCs, UARCs, and government entities are ineligible to serve as prime performers, though FFRDCs and UARCs may participate as subawardees provided they meet specific certification and conflict of interest mitigation requirements. Proposals must be submitted via the Broad Agency Announcement Tool (BAAT) by December 18, 2026. Submissions must include a technical and management volume, a price proposal with a detailed spreadsheet, a Task Description Document, and a schedule of milestones and payments. Evaluation will be based on the technical approach, relevance to the DARPA mission, budget realism, and the capability to transition the technology to military or commercial sectors. Payments are milestone-based and processed through the Wide Area Workflow (WAWF) system.
