Pre-Placed Emergency Tree Removal

The Jefferson Parish Department of Parkways is soliciting a non-exclusive, two-year contract for the provision of labor, materials, and equipment to perform emergency tree removal, stump and rootball removal, hazardous limb removal, and the hauling of tree debris throughout unincorporated Jefferson Parish. This contract is intended strictly for emergency use and not for daily operational activities, with no guaranteed minimum or maximum volume of work. The contract commences upon full execution and expires on the second anniversary of that date, with an automatic extension to the end of the calendar year if a replacement contract is not established by May 1st of the expiration year. Qualified bidders must possess a Louisiana State Contractors Commercial license and an LDAF Arborist License, and they must be capable of providing up to ten tree crews. Mandatory submission requirements include a bid bond of 5 percent of the total bid price, a signed bid affidavit, and evidence of authority for the signing agent. Upon contract award, the contractor must provide performance and payment bonds of 1,000,000 dollars each and meet comprehensive insurance requirements for general liability, automobile liability, and worker's compensation. Because the contract may be eligible for federal award reimbursement, it is subject to FEMA contract provisions, including the Contract Work Hours and Safety Standards Act for procurements over 100,000 dollars and specific Equal Employment Opportunity requirements. Invoicing is permitted only for completed work and must be accompanied by digital photographs of the performed services.
