The Department of the Air Force, Hill AFB, Utah intends to make a single award Indefinite-Delivery, Indefinite-Quantity (IDIQ) Contract for the execution of a broad range of abatement, repair, remediation, sampling and minor construction projects affecting real property at Hill Air Force Base (Hill AFB), with a small quantity of projects at Little Mountain, Utah Test and Training Range (UTTR), Dugway, Carter Creek, and other associated sites located in Utah and Pinedale, Wyoming. See Section J for all documents pertaining to Abatement Solicitation. Task Orders (TO) will be issued under this contract to define specific project requirements involving construction.
The contractor shall furnish all labor, materials, personnel, equipment, tools, materials, supervision, and other items and services necessary to design, manage, and accomplish a broad range of repair, remediation, abatement and/or new construction work on real property for both interior and exterior abatement projects at HAFB, LM, PD and UTTR in accordance with this Statement of Work (SOW), each TO SOW, all Unified Facilities Guide Specifications (UFGS) http://www.wbdg.org/ccb/browse_cat.php?c=3, and all Unified Facilities Criteria (UFC) http://www.wbdg.org/ccb/browse_cat.php?o=29&c=4. The projects will include tasks in a variety of trades including, but not limited to, demolition, site work, excavation, electrical, plumbing, painting, road repair, specialty work, and all appurtenances associated with abatement and these trades. The contractor may be required to perform work not anticipated at the time of award, but within the original scope of work. Additional tasks may include emergency fencing projects, fence repairs or replacement. The contractor must be capable of having their people on site at Hill AFB within two hours of being called for emergencies on a separate emergency TO and have an established local office within a 50-mile radius of Hill AFB.
The government estimates that the volume of work will be between USD $250.00 and USD $9,900,000.00 during a 5-year plus 6-month optional period of performance. The award will be made to the contractor responsible who submits the most advantageous quote to the Government based on a Lowest Priced Technically Acceptable (LPTA). The Contracting Officer anticipates awarding a firm fixed priced contract. The contract ordering period is expected to be five years plus optional 6-month period of performance. The solicitation is available on 18 May 2026 and will be distributed solely through the website beta.sam.gov. Hard copies of the solicitation will not be available. The website provides all downloading instructions to obtain a copy of the solicitation. All future information concerning the acquisition, including solicitation amendments, will be distributed solely through the website. Interested parties are responsible for monitoring the site to ensure they have the most up-to-date information about the acquisition. All contractors doing business with the Federal Government shall be registered in the System of Award Management (SAM) database. The website for registration is www.sam.gov.
The anticipated date for receipt of proposals is on or before Wednesday, 22 June 2026. The solicitation is set aside 100% for small business. The North American Industry Classification System code for this solicitation is 562910 with a size standard of $25,000,000.00.
