Pre-Solicitation Notice for a Future Design Build

Cobb County is issuing a pre-solicitation notice for a future Progressive Design-Build project to expand the South Cobb Water Reclamation Facility. The primary objective is to increase the facility's permitted capacity from 40 Million Gallons per Day (MGD) Maximum Month Flow to 50 MGD MMF. The selected Design-Builder will provide professional, construction, and commissioning services to ensure the facility meets hydraulic capacity, treatment performance, and nutrient removal objectives while maintaining operational reliability and permit compliance during construction. The project is expected to utilize modified versions of the Design-Build Institute of America (DBIA) Contract Documents No. 545 and No. 535. The estimated project budget is between 300 million and 400 million dollars, and proposers must demonstrate the capacity to obtain 100 percent Performance and Payment bonds. The formal Request for Proposals is expected to be released on January 8, 2027, with a response deadline of February 25, 2027. Selection will be based on a single-step, best-value process requiring the electronic submission of both a technical qualifications proposal and a cost proposal. Key technical requirements include the implementation of tiered implementation strategies and constructability narratives to ensure the facility remains operational throughout the expansion process.
