AI Contract Overview
The U.S. Army Corps of Engineers, Japan Engineer District, is preparing to solicit bids for FY27 Maintenance Dredging at Yokohama North Dock in Kanagawa, Japan, with a project value estimated between one billion and two and a half billion Japanese yen. The work involves dredging naturally accumulated sediments—sand, silt, and clay—from Berths 1 through 7 and A through L within the United States Exclusive Use Area to maintain safe navigation and support operational requirements. The scope includes hydraulic or mechanical dredging, along with the transportation and disposal of dredged material under the Project Service Code Z1KF and NAICS code 237990. This procurement is restricted exclusively to local Japanese entities authorized to conduct construction in Japan, requiring bidders to be physically located and legally registered within the country, fully compliant with all Japanese laws, labor standards, and regulations. To ensure qualified participants, the government will first prequalify potential bidders under Class Deviation 2026-O0019, authorizing a limited source selection process for local firms only. Only those with a valid Japanese civil construction license, as verified through the Ministry of Land, Infrastructure, Transport and Tourism’s public database, will be eligible for prequalification, and it is the bidder’s responsibility to ensure their license is active and accurately displayed on the MLIT website by the deadline. Following successful prequalification, the government will issue a sealed bid solicitation under FAR Part 14. Responses to the pre-solicitation must be submitted by November 16, 2026, and inquiries should be directed to the designated contracting points of contact at Camp Zama, Japan. Participation is strictly limited to Japanese-registered entities; no foreign or non-local contractors will be considered.
