Pre-Solicitation Notice GPO Production Environment Track and Trace Platform

The U.S. Government Publishing Office (GPO) is preparing to issue a solicitation for a commercially available or configurable track and trace software solution to enable end-to-end visibility, monitoring, reporting, and accountability of materials, assets, products, and shipments throughout its production supply chain. This pre-solicitation notice, identified as 040ADV-26-R-0024 and posted on June 25, 2026, serves solely to inform industry of the upcoming procurement opportunity and does not constitute a formal request for proposals or bind the Government to award a contract. The anticipated solicitation is expected to be posted in August 2026 via SAM.gov, and vendors are responsible for monitoring that platform for official documentation. The requirement calls for a scalable, secure platform with integration capabilities to existing production systems, including PLCs and RFID technologies, supporting manifest file ingestion and generation, role-based access controls, data encryption, audit logging, and high system availability. The solution must also include data migration tools, customizable dashboards for production metrics, continuous integration/delivery capabilities, onsite and offsite technical support, user training, and weekly performance reporting. Performance will occur primarily at GPO facilities in Washington, DC, and Stennis Space Center, Mississippi, with potential authorization for work at the contractor’s facility. The anticipated contract structure includes a 12-month base period with four additional 12-month option periods, and the anticipated contract type is Firm-Fixed-Price. While no pricing, CLINs, or cost estimates are available at this stage, the solicitation will define payment terms, invoicing methods, and accounting data. Cybersecurity compliance, secure authentication, and adherence to federal IT policies are mandatory. No special set-asides are planned, and the competition will be full and open. Key personnel, including the Contracting Officer and Contract Specialist, are identified, but a COR or COTR has not yet been assigned. The formal solicitation will include detailed evaluation factors, contract clauses, representations and certifications, inspection criteria, and special requirements such as facility access protocols, NDAs, and organizational conflict of interest provisions, none of which are currently available.
