AI Contract Overview

This contract involves the fabrication of inner assemblies designed for electrical penetrations, which are critical components that allow power, control, and instrumentation cables to pass through the containment structure of nuclear-powered aircraft carriers while maintaining the pressure boundary integrity, especially under severe accident conditions. These inner assemblies must meet highly specialized requirements specific to reactor plant system installations, and no comparable penetration systems exist in the commercial market. Due to the unique technical specifications and performance characteristics involved, the work requires detailed familiarity with nuclear-powered aircraft carriers. Huntington Ingalls Incorporated – Newport News Shipyard (HII-NNS) is the sole capable contractor for this requirement, as they are the exclusive builder of U.S. Navy nuclear aircraft carriers and possess proprietary design documentation necessary for manufacturing these parts. The government intends to award the contract without full or open competition, although all responsible sources may submit capability statements or quotations to be considered. The purpose of this notice is to inform potential vendors of the intent to proceed non-competitively, with the final decision resting solely with the government. The contract falls under the NAICS code 335999 and is managed by the Puget Sound Naval Shipyard IMF office in Bremerton, Washington.

THIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. PRE-SOLICITATION NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION: Inner Assembly Fabrication Inner Assemblies (for electrical penetrations) provide a leak-tight pass-through for power, control and instrumentation cables through the containment structure. They also maintain the pressure boundary integrity of the entire containment structure, especially during a severe accident. There are different penetration systems in the market place; nothing that compares to the specifications needed for a reactor plant system installation. The work to be performed under this contract action requires a detailed knowledge and familiarity with specialized and critical technical details, configurations and performance characteristics of nuclear powered aircraft carriers. Huntington Ingalls Incorporated - Newport News Shipyard (HII-NNS), as the only builder of U.S. Navy nuclear powered aircraft carriers, is the only contractor with the detailed knowledge and familiarity with these vessels needed to supply the parts sufficient for the requirement. The drawing specified in the purchase request is sole property of HII-NNS. CLOSING STATEMENT THIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.

Portable Special-Purpose High-Purity Nitrogen Generation Systems
Solicitation # N4523A27RFI0801
The Puget Sound Naval Shipyard and Intermediate Maintenance Facility is conducting market research via Request for Information N4523A27RFI0801 to acquire portable, special-purpose high-purity nitrogen generation systems. The government is seeking a ruggedized, turn-key solution housed within a single ISO 668 Type 1C 20-foot heavy-duty intermodal shipping container that is weather-sealed and salt-air corrosion resistant. Technical requirements specify the system must produce nitrogen with oxygen purity levels below 50 ppm, deliver pressures up to 4,500 psig, and feature a dual-mode feed air architecture, a high-pack booster compressor, and an automated supply manifold. The system must be capable of 180 days of continuous operation without scheduled servicing and 7-day autonomous operation in an unmanned outdoor shipyard environment. The contemplated acquisition strategy is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract utilizing streamlined commercial procedures under FAR Part 12 and FAR Part 15. The government intends to procure two initial First Article Test units for qualification and NRTL inspection, followed by up to ten production units ordered via firm-fixed-price delivery orders. The scope includes on-site turnkey delivery, commissioning, operational verification at the Bremerton, Washington facility, 24 months of spare consumable parts, and optional multi-year maintenance agreements. Source selection is expected to be based on Best Value with Tradeoffs or Lowest Price Technically Acceptable, evaluating technical capability, reliability, delivery schedules, and past performance.
