Pre-Solicitation Notice of Intent to Sole Source

The U.S. Department of Homeland Security (DHS), Office of Procurement Operations, Science and Technology Acquisitions Division intends to issue a solicitation to Rockwell Collins, Inc. (Rockwell Collins) for a resultant sole source purchase order in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i) brand-name item. The DHS Science and Technology Directorate (S&T) requires the repair of two Rockwell Collins RT-2200 Transceivers and two Rockwell Collins PA-2220A Power Amplifiers. These four devices are integral parts of DHS/S&T's COOP communications capability. Specifically, they are components of DHS/S&T's utilization of the Rockwell Collins URG-III family of High Frequency radios. Under the purchase order, DHS/S&T will ship the four devices to Rockwell Collins for repair and will subsequently test and verify the equipment's operational status and full repair. These four devices cannot be maintained or repaired by other contractors other than the original equipment manufacturer, Rockwell Collins, because of the proprietary nature of the system designed and built by Rockwell Collins. The Government does not own technical data, drawings, or other specifications to permit full and open competition. Therefore, Rockwell Collins is the only source qualified to meet DHS/S&T's requirement. This pre-solicitation notification is not a request for capability statements, quotes, or proposals. This pre-solicitation notice is to comply with the synopsis and posting requirements identified in FAR 13.105(a). A copy of the redacted sole source justification will be subsequently posted with the solicitation in accordance with FAR 13.105(c). Although not required to post this presolicitation notice for 15 days pursuant to the exception identified in FAR 5.203(a)(1), this presolicitation notice will be available for 15 days from the posting date.
