Pre-Solicitation Notice for the notice of intent to award a sole source contract.


This is not a solicitation. The Veterans Health Administration (VHA), Office of Research and Development (R&D), Regional Procurement Office (RPO) – East in Pittsburgh, PA intends to negotiate on a sole source basis for Avidity Science Bottle Filling Station to replace the current Avidity Edstrom Model BFS-675 Bottle Filling Station for Research Services at the Michael E. DeBakey VA Medical Center that is twenty years old and reached the end of its life expectancy. The facility requires the replacement to be the same size and same make/model to utilize the existing space, power hookups, drain, and water inlet valve without new construction or abatement.


The Avidity Science Bottle Filling Station consists of:


  • Edstrom Model BFS-675 Bottle Filling Station
  • Made in the USA
  • Frame and cabinet components constructed of 316 stainless steel
  • Corrosion resistant wetted parts compatible with untreated, purified, acidified & chlorinated water
  • Able to chlorinate, acidify or medicate bottled water for animals
  • Adjustable, no drip fill nozzles to ensure uniform filling
  • Interchangeable custom designed fill manifold for multiple size bottles
  • Two user programmable fill times for two different bottle sizes
  • Removable sidewall allows loading cases from conveyor feed systems
  • Solution and injection tank located on sides for easy access
  • Solution tank has screw-on lid to prevent spills
  • Mixing chamber assures complete dispersal of chemical additives
  • Optional pH monitor available for acidification application
  • Separate stainless-steel platform for reservoir tank mounts on either side
  • Discharge capacity: 1000 to1200 ML/min per dispensing nozzle
  • Removal of old unit
  • Installation of the same model

This notice of intent is not a request for competitive quotes. However, any responsible source who can provide an equivalent service with the features described above, and who is the Original Equipment Manufacturer (OEM), authorized dealer, authorized distributor, or authorized reseller of all the items listed above, may submit a capability statement to the contracting office no later than September 14, 2026, 2:00 PM, MT. Interest/capability statements which specifically detail how your equipment meets the requirement may be sent to Robert.Dobson1@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government
