Prequalification for the Renovate Norfolk Owner Occupied Single Family, Multi Family Homes Rehabilitation and Rental Rehab Program

Solicitation 7698-R8-2019/KJO is a re-issuance of previous requests for qualifications intended to expand the pool of pre-qualified general contractors for the Renovate Norfolk program. This HUD-funded initiative provides interior and exterior rehabilitation services for owner-occupied single-family and multi-family homes, as well as rental rehabilitation. Qualified contractors will be placed in a selected pool and given the opportunity to compete for individual projects for a period of up to four years. The application deadline is August 1, 2027, though the City encourages early submissions as applications are reviewed upon receipt. To qualify, applicants must hold a current Class A or B Virginia Contractor's License and provide references for at least five similar projects completed within the last three years. Additionally, contractors must provide a HUD-EPA approved Lead Supervisor course certificate or proof of enrollment. The selection process requires the submission of several certifications, including anti-collusion statements, ethics in public contracting agreements, and debarment certifications. Once pre-qualified, contractors will receive project-specific requests for quotes. Work cannot commence until a formal Notice to Proceed is signed by the property owner, and all completed work must be guaranteed for one year following final acceptance.
