Prequalification for Used Vehicle Dealers

The Waterloo Regional Police Service is issuing a Request for Prequalification to establish a roster of up to five used vehicle dealers to provide vehicles according to specific agency specifications and budgets. The resulting roster will be active for a three-year term from December 1, 2026, to November 30, 2029, with no options for renewal. Interested vendors must submit electronic proposals by October 14, 2026, including a company profile, schedule of prices, and a sample vehicle purchase simulation. Evaluation is based on a weighted scoring system focusing on the company profile, access to makes and models, experience and references, and the sample vehicle purchase. Selected vendors will be contacted on an as-needed basis, and all transactions require a pre-delivery inspection and a car proof report; the agency reserves the right to reject any vehicle that does not meet specifications or shows significant damage. Payment terms are net 30 days via electronic funds transfer. Contractors must comply with the Occupational Health and Safety Act and the Accessibility for Ontarians with Disabilities Act, and they are required to provide indemnification to the agency. Performance is monitored through evaluations, where scores below 80 percent can lead to a two-year probation or suspension from future procurement opportunities.
