Prequalification for Used Vehicle Dealers

The Waterloo Regional Police Service is seeking to establish a roster of up to five prequalified used vehicle dealers to facilitate the acquisition of vehicles according to specific service requirements and budget constraints. This prequalification process, identified as PQ2026-17, will create a vendor list active from December 1, 2026, to November 30, 2029. Interested vendors must submit electronic proposals by October 14, 2026, including a company profile, a schedule of prices for administrative and inspection fees, and pricing for two sample vehicles, such as a mid-size SUV and a passenger van, to demonstrate typical transaction capabilities. Evaluation is based on a weighted scoring system focusing on the company profile, access to various makes and models, experience and references, and the sample vehicle purchase. Selected vendors must comply with the Accessibility for Ontarians with Disabilities Act and the Occupational Health and Safety Act. The contract includes strict performance standards, where scores below 80 percent can lead to a two-year probation or suspension. Payment terms are net 30 days via electronic funds transfer. The WRPS maintains the right to reject any vehicle that does not meet specifications or fails to provide a satisfactory car proof report.
