Prequalification RFPQ South Edgeware Road Reconstruction

The Corporation of the City of St. Thomas is conducting a two-stage procurement process for the South Edgeware Road Reconstruction project, beginning with this Request for Pre-Qualification (RFPQ) solicitation number 2026-064. The project involves the full reconstruction of South Edgeware Road from Waterworks Park to Burwell Road and partial reconstruction of Dalewood Road from South Edgeware Road to Woodworth Crescent. The scope of work includes the installation of roads, sidewalks, multi-use paths, and critical underground infrastructure such as deep sanitary sewers, forcemains, watermains, and storm sewers. This effort is the second phase of a larger initiative to upgrade the trunk sanitary sewer conveyance path to the Dalewood Water Reclamation Facility and is designed to support regional growth and the PowerCo battery gigafactory. Construction is expected to commence in early spring 2027, with a total project value estimated up to 25 million dollars. To be pre-qualified for the subsequent Request for Tender anticipated in the fall of 2026, respondents must submit their applications electronically by October 2, 2026. Evaluation is based on a scoring system requiring a minimum of 75 points, with mandatory requirements including a CCDC-11 R2019 form, proof of insurance, and a letter of ability and intent for financial bonding covering bid, 100 percent performance, and 50 percent labour and materials bonds. Key evaluation criteria include the submission of five comparable projects completed within the last 10 years, a preliminary construction schedule via Gantt chart, a draft staging plan, and a comprehensive health and safety policy. Successful pre-qualified contractors will be invited to bid on the project during the second stage of the procurement process.
