Prescott National Forest Fire Center Ramp Reseal and Crack Repair

This contract award is for the comprehensive resurfacing and maintenance of the asphalt pavement at the Prescott Fire Center airtanker base, light fixed-wing ramp, and helibase in Arizona, encompassing approximately 206,839 square feet of surface area. The scope requires mobilization and demobilization of equipment, crack sealing for all asphalt cracks measuring one-quarter inch or wider—totaling roughly 9,000 linear feet—and the application of an emulsified asphalt fog seal to the entire designated area. Prior to fog sealing, contractors must hydroblast and completely remove all existing tarmac and concrete markings from the loading pits, helipad, and surrounding pavements, including documenting the original dimensions and layout of the striping for accurate reapplication afterward. Work must adhere to ASTM D6690 Type II crack sealant standards and utilize Maxwell Products Elastoflex 650 or an approved equivalent, while also complying with OSHA safety regulations, Forest Service guidelines, and all applicable federal, state, and local codes. The project is scheduled to run from September 1, 2026, through December 1, 2026, and is awarded on a firm fixed-price basis under a total small business set-aside, requiring the offeror to be certified as a small business with an active UEI and SAM registration. The contractor is responsible for providing all labor, materials, equipment, transportation, and incidental services, and must ensure site cleanliness, secure equipment overnight, and restore the worksite upon completion. The contract includes option clauses for increased quantity and contract extension, as well as specific requirements for security at the airport facility, including locked gates and adherence to security representation clauses, though no government security clearances are required. Workers must be certified under the Service Contract Act with accurate wage classifications, and the contractor must maintain a current employee list, hold valid H-2B or farm labor contractor certificates if applicable, and post mandated labor notices at the site. Compliance with executive orders on anti-discrimination and restrictions on DEI programs is a material term, and violations may result in False Claims Act liability. All invoicing must be submitted electronically via the USDA’s Invoice Processing Platform, and payment will be processed via electronic funds transfer to the designated USDA address. Evaluation will prioritize technical approach, past performance, and experience over price, with award based on best value trade-off, not lowest cost, and requires demonstration of a detailed, realistic schedule and proven capability to handle similar pavement restoration projects.
