Presoliciation-Single Source Notice for Portable Control Stand for Coperion K-Tron KCM/K-Vision, Installation of Integration Platform, and Installation of Continuous Powder Feeders

The U.S. Food and Drug Administration, through the Office of Acquisitions and Grants Services, is pursuing a single-source procurement for the installation, commissioning, and qualification of a portable control stand, an integration platform, and five Coperion K-Tron continuous powder feeders—three QT20, one KT20, and one MT12—at its facility in Beltsville, Maryland. This action is justified under FAR provisions due to the determination that competition is not feasible because only Coperion Process Solutions, LLC, as the original equipment manufacturer, has the proprietary knowledge and authorization necessary to perform the required modifications, installations, and qualifications on the specialized KCM and K-Vision systems. The contract will be issued as a Firm-Fixed-Price Purchase Order under NAICS Code 333248, and while no estimated value is provided, the work includes on-site installation of power supply cables with quick disconnects, wiring between all KCMs and K-Vision, operator training, and the delivery of updated documentation, along with a one-year parts and labor warranty. Authorization from Coperion K-Tron is a mandatory pass/fail requirement; contractors must prove official authorization to modify, install, commission, and qualify the equipment or risk disqualification as a non-responsible source.
