Amendment 4:
The purpose of this amendment is to extend the due date for proposals to 5/11/2026 at 6PM Eastern.
Amendment 3:
The purpose of this amendment is to provide responses to RFIs.
As a result of this amendment:
1. REPLACE pages 2 and 3 only of Specification Section 000100 – Table of Contents with the attached. Section 081113 is not required. Section listed “224217” is a typo and should be changed to “224216”.
2. REPLACE page 1 only of Specification Section 011000 with the attached, which changes paragraph 1.1.B.1 - revised to read “Binghamton Federal Building & Courthouse 1 st Floor Build-Out”.
3. REPLACE Drawing Sheet AE600 with the attached revised Drawing Sheet AE600 with “Door Hardware Schedule” information included.
4. REPLACE Drawing Sheet AE-601 with the attached revised Drawing Sheet AE601, clarifying a typo on the Room Finish Schedule – “PNT4” should be “PNT2”.

The due date for proposals is extended to May 4, 2026 at 4:00 PM Eastern.
Amendment 2:
The purpose of this amendment is to extend the due date for proposals to 5/1/2026.
This will allow time to provide responses to questions received. An additional amendment will be forthcoming with the responses to questions received.
Amendment 1:
The purpose of the amendment is to include the SF1442 and the site visit sign in sheet.
Offerors are reminded their SAM registration status must be “Active”, at the time their offer is submitted, to be considered for award (see FAR 52.204-7). Offerors submitting a proposal in response to this Solicitation shall complete electronic Annual Representations and Certifications in conjunction with required Entity registration in System for Award Management (SAM), accessed via System for
Award Management. Offerors shall also submit with their proposal, the completed provisions identified in Section IV
of the solicitation.

The General Services Administration (GSA), Public Buildings Service, Upstate Service District, intends to procure construction services for the build-out of the 1st Floor at the Binghamton Federal Building and U.S. Courthouse, located at 15 Henry Street, Binghamton, New York 13901.
Site Visit is scheduled for Tuesday, April 14, 2026.
This project involves the furnishing of all materials, equipment, labor, and supervision to complete the work described in the contract documents, including drawings and specifications developed by N.K. Bhandari Architecture & Engineering, P.C.
The total renovated space is approximately 3,015 Sq. Ft. and will be constructed as a Sensitive Compartmented Information Facility (SCIF). Base interior work includes, but is not limited to: demolition, abatement, new walls, hard ceiling, doors, casework, woodwork, flooring, plumbing, electrical, IT, fire protection, and mechanical work.
Qualification Requirements
Interested contractors must meet the following minimum qualifications:
- Experience: Minimum 8 years of successful experience in comparable projects (size, complexity, and scope).
- Past Performance:
- All three required past performance projects must have a minimum award value of $1,500,000.
- At least one of the three required past performance projects must be SCIF construction, performed as the General Contractor.
- Key Personnel Experience: The Project Manager and Superintendent must each have a minimum of 8 years of experience in their respective positions.
- Prohibition: The Company owner may not serve as the Project Manager.
Special Requirements
The contractor must adhere to the following special conditions:
- Security: All personnel must meet HSPD-12 security requirements and any additional customer agency requirements.
- Site Conduct: Cell phones and transmittal devices are prohibited on the project site.
- Scheduling: Loud or disruptive work must be performed off-hours at no additional cost to the Government.
- Coordination: The Contractor is responsible for coordinating all building shut-offs and roof penetrations with GSA Building Management and the Security Division Access Control (SDAC).
