Tower Maintenance IDIQ Radar Operations Center

The Government is seeking to establish a five-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract for comprehensive maintenance services on the National Weather Service’s Next Generation Weather Radar (NEXRAD) WSR-88D radar towers, with the contract limited to small businesses under a Total Small Business Set-Aside per FAR 19.5. The work encompasses three core contract line items: tower inspection and engineering evaluations (CLIN 0001), structural repair and restoration including galvanic coating replacement (CLIN 0002), and engineering data and change proposals for coating systems (CLIN 0003). Performance will be required across all 160 WSR-88D sites nationwide, with Norman, Oklahoma serving as the primary administrative center. Contractors must provide all personnel, equipment, materials, and facilities to support life-cycle maintenance and catastrophic recovery, ensuring towers are restored to a “like new” condition using non-OEM parts only if proven interchangeable and equivalent in quality. All climbing personnel must hold certifications meeting or exceeding OSHA CFR 1910-268, ANSI Z359 and Z490, and NATE CTS standards, and must use OSHA CFR 1926.954-compliant personal protective equipment. A comprehensive safety plan, including personnel and equipment certifications, must be submitted with both the initial proposal and each subsequent task order proposal. Contractors are obligated to provide a minimum of seven calendar days’ advance notice to the Contracting Officer Representative (COR) before arriving at any site except in urgent circumstances, and the Government will supply site access, coordination, and radar system shutdown assistance. All inspection and engineering reports must be submitted digitally to the COR via email within 30 days of completion and must include the contract and task order number, CLIN, date of completion, and on-site Government POC. For repair tasks under CLIN 0002, quality assurance requires a site completion checklist verified and signed by both contractor and Government personnel, confirming all task order requirements were met, a soluble salt test was performed, and the site was returned to its original condition with proper hazardous material disposal. The Government conducts 100% COR inspection and acceptance, with performance metrics including fewer than two report errors, 95% defect-free execution, and 99% timely submission of Health and Safety Plans. Failure to meet quality thresholds may trigger contractual remedies under RFO 52.2
