Applicable Service Code: U002 � Personnel Testing. North American Industry Classification Code: 611710 � Educational Support Services. The small business size standard is $16.5M in average annual receipts. 4. Subject: Pre-Solicitation Synopsis. 5. Solicitation Number: 47QFPA21R0010. 6. Closing Response Date: 16 April 2021. 7. Description: On behalf of the Defense Human Resources Activity (DHRA), Office of People Analytics (OPA), Defense Personnel Assessment Center (DPAC), the U.S. General Services Administration, Federal Acquisition Service, Contracting Division Region 9, intends to issue a Request for Proposal (47QFPA21R0010), to obtain scientific, technical, analytical, marketing and IT support services that lead to the development and execution of studies and applications supporting the DoD�s Enlistment Testing Program (ETP), Career Exploration Program (CEP), as well as new DoD personnel programs for research and studies of force readiness and personnel policies to support Deputy Assistant Secretary for Readiness and Director of Accession Policy. Technical support will be required in the following areas: (A) Research, evaluation, development, and maintenance support for the Armed Services Vocational Aptitude Battery (ASVAB) test, language aptitude and other proficiency tests; (B) Psychometric analysis and support for test item and question development; (C) Research and analysis support for Enlistment Testing Program and Career Exploration Program improvements; (D) Development of Marketing Materials for personnel programs and Initiatives (E) Software and system maintenance and improvement support for Computer-based Testing (CBT) selection and classification instruments, to include Computerized Adaptive Testing (CAT) systems, across web and cloud platforms; (F) Development and maintenance of websites for program information; (G) Evaluation of armed forces readiness and representation of today�s youth in the armed forces; and, (H) Evaluation of recruiting-related initiatives related to selection and classification of military applicants. See the attached Draft Performance Work Statement (PWS) for details. The information and requirements in the PWS are in draft form and are subject to change. GSA intends to award a single Indefinite Delivery, Indefinite Quantity type contract with a five-year ordering period, including a three-year base ordering period, followed by a two-year optional ordering period. There will also be an option to extend up to an additional six months pursuant to FAR clause 52.217-8.
