AI Contract Overview
The Fleet Logistics Center Norfolk intends to award a sole-source, firm-fixed-price contract to QuidelOrtho Corporation for preventive maintenance, calibration, and repair services for two VITROS XT 7600 clinical chemistry and immunoassay analyzers located aboard USNS COMFORT at Norfolk Naval Base. This acquisition, conducted under FAR Part 12 using simplified procedures authorized by 41 U.S.C. 1901, is justified on the grounds that QuidelOrtho is the sole provider of manufacturer-certified service, proprietary software access, and OEM-approved replacement parts necessary to maintain the equipment to factory specifications. Utilizing any other vendor would risk diagnostic inaccuracies, extended equipment downtime, and voiding of warranties, directly impacting mission readiness and medical support capabilities. The solicitation, identified as N0018926QB044, is issued as a combined synopsis and solicitation with no paper copies available, and responses are due by May 18, 2026. The contract includes a base year and three option years, with performance beginning September 20, 2026, and extending through December 2030. Work is to be performed at MSC WAREHOUSE in Norfolk, VA, with service calls requiring a four-business-hour response and repairs completed within five business days. All maintenance activities must adhere strictly to OEM standards, and acceptance is formalized via signed DD250 at the destination. The contract employs electronic invoicing through Wide Area WorkFlow, and compliance with cybersecurity requirements including DFARS 252.204-7012 and NIST SP 800-171 is mandatory. The small business size standard is 1,000 employees under NAICS code 334516. No pricing data is disclosed in the solicitation, and the only point of contact for all inquiries is Dakota Laughlin. The Government has determined that competition is not feasible due to the proprietary nature of the equipment, and while the notice allows interested parties to express capability, it explicitly states that no payment will be provided for such submissions, nor will responses influence the sole-source decision. Key contract clauses related to security, cyber protection, anti-trafficking, equal opportunity, and prohibiton of confidential non-cooperation agreements are incorporated. The contract’s administration, payment, and acceptance functions are managed through designated DoDAACs and WAWF systems, with the Contracting Officer’s Representative

Full Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12, Acquisition of Commercial Products and Commercial Services as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to award a firm-fixed-price order on a sole source basis QuidelOrtho Corporation for preventative maintenance (PM), calibration and repair services for the two (2) clinical chemistry and immunoassay analyzers, VITROS XT 7600, FAR 6.302-1. The Contracting Officer has determined that a sole source award is required. The sole source, QuidelOrtho Corporation is the sole provider of manufacturer-certified service, parts, training, technical support, field service, and software support. Because the VITROS 7600 systems utilize proprietary technology and software, no other vendor or third-party service provider possesses the required technical data, proprietary diagnostic software access, or OEM-certified replacement parts necessary to maintain the equipment to required factory specifications. Utilizing a non-OEM provider would risk diagnostic inaccuracies, equipment downtime, and potential voiding of operational warranties, which would directly impact mission readiness and medical support capabilities. This acquisition is being conducted under the authority of 41 U.S.C. 1901, utilizing Simplified acquisition procedures - a sole source acquisition using simplified procedures for the acquisition of commercial products and/or commercial services, as implemented by FAR 12.102(b). The Government intends to solicit and negotiate with only one source under these procedures. The NAICS code is 334516 and the Small Business Standard is 1000 (number of employees). NOTICE OF INTENT: This Notice of Intent is not a request for competitive quotations. Proposals are not being accepted in response to this document. However, interested parties may identify their interest and capability to respond to this requirement. Any information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information submitted in response to this notice.
