The contract is a Request for Quote (RFQ) issued by the FDA Office of Acquisition and Grant Services under the Department of Health and Human Services for a preventive and unlimited corrective repair service agreement for a Surface Plasmon Resonance (SPR) Biacore T200 instrument, structured as a base year plus two optional one-year extensions. The solicitation number is 75F40126Q135706, corrected from an earlier typographical error, and all responses must reference this number. The acquisition is conducted on a full and open, unrestricted basis, with no small business set-aside, despite an initial erroneous inclusion of FAR 52.219-6, which has been formally removed by Amendment A00001. The base performance period runs from August 30, 2026, to August 29, 2027, with option years extending through August 29, 2029. All services must be performed on-site at the FDA/CBER/FBR facility in Silver Spring, Maryland, and include emergency repairs, preventive maintenance, and access to OEM software and firmware updates, with a requirement to respond remotely within eight hours and arrive on-site within three business days without additional charges for parts or labor. Technical capability and past performance are the primary evaluation factors, jointly more important than price, which serves as a differentiator only when technical and performance criteria are essentially equal, indicating a trade-off basis for award, not LPTA. Offerors must comply with HHSAR clauses 352.239-78 and 352.239-79, mandating adherence to Section 508 of the Rehabilitation Act and submission of an Accessibility Conformance Report (ACR) using the HHS-provided template to validate ICT accessibility conformance. Deliverables must be free of macros and executable content, and all submissions must be sent electronically via email to Suzanne Martella at FDA by the deadline of August 10, 2026, at 2:00 PM Central Time. Invoices must be submitted electronically through the Treasury’s Invoice Processing Platform (IPP), with payment terms net 30 days after government acceptance. The contract requires a Letter of Commitment for subcontractor or OEM agreements and mandates that any non-conforming deliverables be remediated at the contractor’s expense. The Contracting Officer has sole authority to modify the agreement, with

UPDATE 08/05/2026: This update is to post an Amendment (A00001) which removes "Unlimited Corrective Repairs" from the requirement, and also: 1) removes FAR clause 52.219-6 Notice of Small Business Set-Aside from the document as this is solicited full and open (as per page 1 of the solicitation--see question #1 below); 2) updates the solicitation number from 75F40126Q134706 to 75F40126Q135706 (internal to the document only) (see question #2, below); 3) corrects the HHSAR clause within the requirement for the Accessibility Conformance Report (ACR) from 352.239-74 to 352.329-79.

This RFQ is reopened until 08/10/2026 at 2:00pm Central time.

UPDATE, Questions and Responses, 08/03/2026:

NOTE 1: Closing date and time is not affected by the issuance of the following Questions and Answers.

Note 2: No correcting documents are uploaded with this update.

Vendor Question 1: Page 1 states that the acquisition is full and open and that businesses of any size may submit, while page 4 includes FAR 52.219-6, Notice of Total Small Business Set-Aside. Which competition status governs?

Government's Response: The acquisition is conducted on a full and open, unrestricted basis. Businesses of any size may submit a quotation. FAR 52.219-6 was included in error and is hereby removed from the solicitation.

Vendor Question 2: The SAM.gov notice details identify solicitation 75F40126Q135706, while the attached RFQ and its submission instruction identify 75F40126Q134706. Which solicitation number governs?

Government's Response: The correct solicitation number is 75F40126Q135706. The number listed on the attached RFQ document was a typographical error. All quotations submitted in response to this requirement must reference solicitation number 75F40126Q135706.

Vendor Question 3: Page 11 directs the Accessibility Conformance Report to standards identified in 352.239-74, while pages 9–10 identify 352.239-78 and 352.239-79 as the ICT accessibility provisions. Which clause or clauses should the report address?

Government's Response: The Information and Communication Technology (ICT) accessibility requirements for this solicitation are governed by provision HHSAR 352.239-78 (page 9 of the solicitation) and clause HHSAR 352.239-79 (page 5 of the solicitation) as detailed within the provision and clause listed in the pages just referenced. The reference to 352.239-74 on page 11 was a template holdover. Offerors must ensure their Accessibility Conformance Report (ACR) addresses the active standards identified in provision 352.239-78 and clause HHSAR 352.239-79.

Human Hindbrain Organoid Functional Assay Services.
Solicitation # RFQ_CDR-2026-135968
The U.S. Food and Drug Administration, through the Center for Drug Evaluation and Research, intends to award a sole-source, firm-fixed-price purchase order to OrganoTherapeutics SARL for human iPSC-derived hindbrain organoid functional assay services. This acquisition, conducted under FAR Part 12 as a commercial service, aims to support in vitro research on drug-induced effects on respiratory-relevant neural circuits. The scope of work includes the provision of human hindbrain organoids and associated culture materials, with twelve scheduled deliveries to the FDA White Oak Campus in Silver Spring, Maryland. The first delivery will consist of 96 organoids, followed by eleven subsequent deliveries of 48 organoids each. The contractor will perform functional characterization at its own laboratory using three-dimensional multi-electrode array technology to assess electrophysiological responses to FDA-identified drug and reversal-agent combinations. Key deliverables include the raw and analyzed data, analysis files, and comprehensive study reports. The anticipated period of performance is 18 months from the date of award. Award will be based on best value, with technical capability and past performance weighted more heavily than price. All invoicing must be processed electronically through the U.S. Department of Treasury's Invoice Processing Platform.
