The Naval Surface Warfare Center Carderock Division has established a sole-source, firm fixed-price contract with Mirion Technologies, Inc. for the preventive maintenance, emergency repair, training, and provision of spare parts kits for Cronos-11 Tool Contamination Monitors and GEM-5N Portal Monitors. These systems are utilized across Naval Nuclear Propulsion Program sites. The total estimated value of the agreement is 3,649,958 dollars, spanning five fiscal years from 2019 through 2023. The contract was awarded on a sole-source basis under FAR 6.302-1 because Mirion Technologies, Inc. is the original equipment manufacturer and holds proprietary rights to the technical aspects of the systems. Due to these restrictions and the impractical cost of replacing the existing infrastructure, the government determined that only the OEM could perform the required services. The procurement falls under NAICS code 811219 and was managed through Simplified Acquisition Procedures for Certain Commercial Items.

Full Description

The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for preventive maintenance, emergency visits, training, and spare parts kits for the Cronos-11 and GEM-5N monitors at Naval Nuclear Propulsion Program (NNPP) sites. The services provided by Mirion Technologies, Inc. will be to provide the required services. The NAICS code is 811219 and the business size is 20.5 (millions of dollars). The proposed purchase order is being synopsized on a sole-source basis to Mirion Technologies, Inc. The proposed action is for the requested services, for which the Government intends to synopsize and negotiate with only one source pursuant to FAR 6.302-1. The basis for restricting competition is for the following reasons: Mirion Technologies, Inc. is the original equipment manufacturer (OEM) of the Cronos-11 and GEM-5N systems that are currently in place across the Navy within the NNPP. These systems including all technical aspects are proprietary to the OEM, therefore only Mirion Technologies, Inc. can perform the requested services. NSWCCD intends to award a firm fixed-price purchase order to Mirion Technologies, Inc. using Simplified Acquisition Procedures for Certain Commercial Items. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 18 September 2019. This notice of intent is NOT a request for competitive proposals. However, all responses received by 09/18/2019, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries should be directed to Shelby O'Neill at shelby.o'neill@navy.mil.
