Solicitation # PCA-NIA-10531
The National Institute on Aging (NIA), under the National Institutes of Health (NIH), is seeking a non-competitive, firm fixed-price maintenance agreement for its 120 kV Transmission Electron Microscope (TEM), model L120C G2. This instrument is critical for conducting sub-nanometer resolution imaging of cellular and tissue processes related to healthy aging and associated diseases. Due to the proprietary nature of the instrument's software and replacement parts, the maintenance, conditioning, and software updates must be performed by the manufacturer to ensure full performance and prevent research interruptions caused by software incompatibilities. The contractor is responsible for providing all qualified personnel, materials, and equipment necessary to execute the statement of work at the facility located in Baltimore, Maryland. This acquisition is conducted under the authority of FAR 12.603 and is not set aside for small business, though it falls under NAICS code 811210. The government intends to award the contract to the responsible offeror representing the best value, evaluating factors such as technical capability, past performance, maintenance availability, and expected lifecycle. The National Institutes of Health (NIH) is seeking a firm fixed-price service contract for the maintenance of a Crossbeam 550 Ion Sculptor Focused Ion Beam Scanning Electron Microscope (FIB-SEM) GEMINI II, including a built-in cryo stage by Quorum. This non-competitive acquisition, conducted under NAICS code 811210, is intended to ensure mission-critical research performance by limiting downtime through on-site preventive maintenance and the replacement of manufacturer-recommended parts. Additionally, only the manufacturer can manage the frequent proprietary software updates required for the system. The contract is not set aside for small businesses and is not expected to exceed the simplified acquisition threshold. Proposals must be submitted electronically to the designated contract specialist by November 15, 2026. Evaluation will be based on best value, considering factors such as technical capability, past performance, and maintenance availability.
