PRICE TERM AGREEMENT FOR WASTEWATER CHEMICALS FOR THE DEPARTMENT OF ENVIRONMENTAL MANAGEMENT, WASTEWATER DIVISION, COUNTY OF HAWAI'I

The County of Hawai'i Department of Environmental Management, Wastewater Division is seeking bids for a price term agreement to furnish and deliver various wastewater chemicals. The contract period runs for one year from December 1, 2026, to November 30, 2027. Awards will be made on a per-item basis to the lowest responsive and responsible contractor. Bids must be submitted through the OpenGov Procurement System, with a deadline of October 20, 2026, at 2:00 pm HST. The scope of work includes the delivery of chemicals such as caustic soda, sodium hydroxide, and various polymers to multiple facilities, including the Hilo, Kealakehe, Kaloko, Papa'ikou, and Kula'imano Wastewater Treatment Plants, as well as the Wailoa Sewage Pump Station. Contractors are responsible for all packaging, including drums and totes, and must handle the removal of all previous containers upon each new delivery. Strict adherence to U.S. Department of Transportation hazardous materials regulations is required, and every delivery must include a Safety Data Sheet. To be considered responsive, bidders must provide Technical Data Sheets for every product specified. No substitutions are permitted for items 33, 33a, and 33b, which require potable water compliance certifications. Evaluation factors include product quality, compatibility with existing treatment processes, manufacturing standards, and the contractor's ability to provide reliable delivery. Bidders must certify they are not debarred by the State of Hawaii or the U.S. Federal government and must comply with non-discrimination laws and the County's General Terms and Conditions.
