Printable Proximity Cards

The State of Missouri, through the Office of Administration Division of Facilities Management, Design and Construction, is soliciting competitive bids for a firm fixed price contract to provide printable proximity cards for identification and facility access control. The contract period is set for one year from December 1, 2026, to November 30, 2027, with the state retaining the option to renew for two additional one-year periods. The scope of work requires two specific types of cards: programmed low frequency 125 kHz cards utilizing format H10301, and high-frequency MIFARE DESFire EV3 technology cards. All cards must be plain white PVC with a high gloss finish, compatible with direct-to-card and retransfer printers, and feature sequential matching internal and external ink jetted numbering without slot punches. Bids must be submitted electronically via MissouriBUYS by October 22, 2026. A comprehensive set of exhibits is required for a compliant response, including a signature page, pricing page, and various business compliance certifications such as tax compliance, E-Verify participation, and the Domestic Products Procurement Act preference. Award decisions will be based on the lowest and best vendor, with specific bonus point preferences available for Missouri Service-Disabled Veteran Business Enterprises and commitments to Blind and Sheltered Workshops. All supplies are to be delivered FOB Destination to various locations in Missouri, and the state maintains the right to reject any deliverables that do not meet the specified technical requirements or quality standards.
