Privatization Management Programs (PMP) for the Air Force Housing, Enhanced Use Lease, Lodging, and Utilities (HELU) Privatization

The 772d Enterprise Sourcing Squadron Contract Support Flight is soliciting an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract for non-personal advisory and assistance services (A&AS) and professional support to manage the Air Force Privatization Management Programs (PMP). The scope covers the long-term, cradle-to-grave management of Housing, Enhanced Use Lease, Lodging, and Utilities (HELU) privatization, divided into four business areas: Housing Privatization, Enhanced Use Lease/Energy Assurance, Transient Housing Privatization Initiative, and Utilities Privatization. The contractor will provide full-spectrum advisory, asset management, and technical inspection services, including OCONUS and CONUS housing inspections and utility resilience audits, to meet statutory and National Defense Authorization Act mandates. The contract features a five-year ordering period with a maximum order limit of 25 million dollars for combinations of items. Award selection is based on a subjective tradeoff, where technical and management approach, past performance, and price are evaluated, with non-price factors being significantly more important. The pricing arrangement is Firm Fixed Price, utilizing burdened hourly labor rates for specific task orders. Performance is centered in San Antonio, Texas, though periodic travel throughout the United States and abroad is required. The government will select one responsible source for each of the four opportunities addressed in the solicitation.
