Full Description

The National Institute on Aging, IRP, intends to negotiate and award a purchase order on a noncompetitive basis with Applied Photophysics for a Pro-Data Electronics and Windows Software Upgrade to their SX-20 Stopped Flow Instrument, S/N 008440. The upgrade includes: Electronics unit equipped with 12V, 5V, Communications, Control 1 and KSHU modules for basis SX operation; absorbance detector upgrade; fluorescence detector upgrade; sample handling unit upgrade; monochromator upgrade; PC interface; Pr-Data software suite; Pro-K global analysis software; HP DX2250 PC, 17 flat screen monitor with screen resolution 1280x1024 including installation, training and replacement of the following consumables: 1 stop valve, 1 left hand drive valve, 1 right hand drive valve, drive syringes and stop syringe, 1 peek tubing kit, 4 luer fittings, 1 set of o-rings, 1 bleed screw seal and 4 Thorsmann Grommets. Only one responsible source and no other supplies or services will satisfy agency requirements, 41 U.S.C. 253 (c)(1), FAR 6.302-1(b)(1). The cited authority is applicable because Applied Photophysics is the only source that can fulfill the requirements of this contract. After a market search was performed, Applied Photophysics, manufacturer, is the only source available for this upgrade. This acquisition is being conducted under Simplified Acquisition procedures and is exempt from the requirements of FAR, Part 6, Competition Requirement. Award will be made on an all or none basis to the lowest priced, technically acceptable source
