The contract pertains to the procurement of 12 Eddy Current Probes, NSN 6635-01-419-6119, from WABTEC INSPECTION TECHNOLOGIES, INC. under solicitation SPE4A5-26-T-291T, with a required delivery within 43 days of order issuance, no later than July 15, 2026. Delivery is FOB ORIGIN, but inspection and acceptance occur at the destination facility in Tracy, California, with zero tolerance for quantity variance. All items must be packaged in accordance with ASTM D3951, though DLA Master List of Technical and Quality Requirements take precedence, and must be marked and labeled per MIL-STD-129, including physical identification of bare items as required by RQ017. Palletization must comply with RP001 DLA Packaging Requirements. Sampling for acceptance follows MIL-STD-1916 or ASQ H1331 Table 1 with zero non-conformances permitted unless otherwise specified, with critical, major, and minor attributes assigned AQLs of 0.1, 1.0, and 4.0 respectively. The manufacturer’s quality system must meet SAE AS9003 or ISO 9001 tailored to AS9003. Packaging and labeling instructions override any conflicting standards, and hazardous materials must be labeled per OSHA’s 29 CFR 1910.1200 with MSDS submitted prior to award. The probe is designated as a Critical Application Item. Payment must be processed via WAWF using Invoice and Receiving Report for fixed-price line items. The contract includes numerous FAR and DFARS clauses covering equal opportunity, trafficking in persons, employment eligibility, export controls, hazardous substance prohibitions including hexavalent chromium, cybersecurity safeguards, safeguarding covered contractor information systems, NIST SP 800-171 compliance, subcontracting, changes, and inspection of supplies. Offerors must represent their small business status and provide UEI and CAGE codes if applicable, with affirmative responses triggering additional disclosures for covered defense telecommunications equipment.
