AI Contract Overview

The contract involves the implementation of a unified Supplier Quality system across the Joint Munitions & Lethality Life Cycle Management Command (JM&L LCMC) to replace existing local and non-standard quality clauses currently used by various commands such as the Joint Munitions Command (JMC) and Armaments Research Development and Engineering Center (ARDEC). The effort centers on introducing the Process Capability, Control and Improvement (PCCI) clause, designed to support the Department of Defense's preferred method for product acceptance as outlined in MIL-STD-1916. This clause moves quality control emphasis from defect detection to process prevention by requiring objective evidence of process control for key characteristics, processes, or operations as part of the lot acceptance data package, which is mandatory for product acceptance. Key aspects of the PCCI clause include the submission and government approval of a detailed Process Control Plan (PCP) before First Article Acceptance Testing or production, encompassing an in-depth process review, risk assessment, and control method identification. The clause is adaptable based on item complexity, production quantity, cost, and industrial capacity, promoting continuous improvement in manufacturing processes. Currently piloted on one program, it is expected to be expanded to additional pilot programs prior to full deployment, replacing existing clause variations. Suppliers are encouraged to familiarize themselves with the PCCI requirements and provide feedback via designated government contacts, with related materials made available online.

THIS NOTICE SUPERSEDES NOTICE USA-SNOTE-070510-002 PUBLISHED ON 10 MAY 07, WHICH IS HEREBY RESCINDED. A Joint Munitions & Lethality Life Cycle Management Command (JM&L LCMC) joint services team is proposing under an effort to implement a higher level system for Supplier Quality (SQ) to replace local / non standard clauses used in the procurement of common munitions with a single, integrated clause to be used by all JM&L LCMC. The local / non standard clauses to be replaced are referenced in standard c ontractual language used by Joint Munitions Command (JMC), Rock Island Arsenal and Armaments Research Development and Engineering Center (ARDEC), Picatinny Arsenal. For the effort outlined here-in the JMC clause to be replaced is currently referenced as (E S7034) STATISTICAL PROCESS CONTROL (SPC) (MAR 2006) 52.246-4506 and the ARDEC clause to be replaced is currently referenced as ARDEC 32 - Alternatives to Lot Acceptance Sampling (Including Statistical Process Control (SPC)). There are other tailored, progr am unique variations of these two clauses that are intended to be replaced as well. The new clause is commonly referred to as the Process Capability, Control and Improvement Clause, or simply PCCI clause. The proposed clause will support realization of the intent of MIL-STD-1916, DOD Preferred Method for Acceptance of Product. The PCCI cl ause is adaptable to item complexity, intended use, quantity being procured, cost and industrial base capability by the selection of key characteristics, processes or oper ations, allowing measured improvement over time and shifting the focus of quality req uirements from detection to prevention. A significant change from prior quality requirements is that objective evidence of process control of key characteristics, process es or operations from the production of a product is a deliverable as part of that products Lot Acceptance Data Package and a requirement for acceptance of that product. PCCI also requires an in-depth review and analysis of the manufacturing process, manuf acturing process risks and identification of methods to monitor and control key chara cteristics, processes and operations. This in-depth effort is to be documented in the form of a Process Control Plan (PCP) and submitted as a contract deliverable and be approved by the Government prior to First Article Acceptance Testing (FAAT) or product ion when an FAAT is not required. PCCI requirements are intended to improve product quality by increasing manufacturing process knowledge and capability and assist in su pplier preparation and submission of requests for acceptance by contractor proposed pro visions. The PCCI clause is currently implemented on one (1) pilot program and it is anticipated that it will be implemented on selected additional pilot programs befor e replacing the previously mentioned local / non standard clauses. Suppliers are encouraged to b ecome familiar with the clause and email questions, comments and feedback on the PCCI requirement to the government POC listed below. 155mm Modular Artillery for Combat Effectiveness (MACE)
Solicitation # W15QKN26R1C5R
The 155mm Modular Artillery for Combat Effectiveness (MACE) program, solicitation W15QKN26R1C5R, is a Department of Defense effort managed by the Army Contracting Command Rock Island at Picatinny. The government is seeking up to two prototype Other Transaction Agreements (OTAs) under 10 U.S.C. 4022 to develop a manufacturable 155mm cargo-carrying artillery projectile system. The project is divided into two phases: Phase I focuses on projectiles achieving a range of 30 to 35 km, while Phase II targets ranges beyond 35 km. The goal is to expand domestic manufacturing capacity and develop modular payload capabilities to support a Milestone C production decision by the fourth quarter of FY29, with potential follow-on production of up to 10,000 systems per year. The solicitation has undergone several amendments, most notably Amendment 0007, which extended the proposal submission deadline to 1500 EST on November 30, 2026, and updated the Statement of Work to reflect an anticipated award date of March 29, 2027. Proposals are evaluated based on schedule and technical factors, with schedule being the most important for Phase I and technical being the most important for Phase II, alongside cost and price. To ensure security and compliance, offerors must submit specific certifications, including Business Status Certifications and DD2345 Military Critical Technical Data Agreements, to access controlled technical data. The program emphasizes the National Technology and Industrial Base, prioritizing sources within the United States, Canada, Australia, and the United Kingdom.
