AMENDMENT - Hermits Peak/Calf Canyon Fire Claims Arbitration Services
Solicitation # FEMA_70FB8026R00000020
FEMA is seeking a single-award IDIQ Advisory and Assistance Support contract to provide qualified arbitrators for the Hermit’s Peak/Calf Canyon Claims Office. The contractor will be responsible for maintaining a roster of 20 vetted arbitrators to conduct an estimated 1,700 hearings and issue final decisions for compensatory damage claims resulting from the Hermit’s Peak Fire Assistance Act. The work is primarily virtual, though some travel to New Mexico may be required. The anticipated period of performance includes a 12-month base period from November 19, 2026, to November 18, 2027, with two subsequent 12-month option periods. The contract utilizes a mix of Firm-Fixed-Price and Time and Materials pricing across several CLINs, covering start-up tasks, project management, travel, and arbitration hearings categorized by low, moderate, and high complexity. Award will be determined via a best-value tradeoff process evaluating five factors: Corporate Experience, Key Personnel, Management Plan, Past Performance, and Price. All contractor personnel must be U.S. citizens, obtain favorably adjudicated public trust suitability, and adhere to strict conflict of interest and confidentiality requirements. Proposals are due by October 29, 2026, and must be submitted in separate technical and price volumes.

AI Contract Overview

The contract involves the provision of process serving services to the County, with an expected volume of approximately 120 legal documents to be served monthly. The majority of these documents, about 65 percent, are directed to individuals residing within Solano County, while the remaining 35 percent are served to recipients in other California counties, with occasional service outside the state. The process requires timely action, as some documents are time-sensitive and must be served within strict deadlines prior to court dates. The contract is managed by the Department of Child Support Services under the California organization, with a contract value estimated between $50,000 and $150,000. The primary point of contact is Nesmith Despabiladeras, reachable via email and phone. The contractual documentation references multiple copies of an exhibit titled 'Exhibit C - General Terms 6/12/18,' which likely contains standard contractual provisions and terms applicable to the agreement. However, these documents are largely unreadable or corrupted, preventing detailed analysis of specific clauses or conditions. Despite this, their repeated inclusion suggests they serve as standard attachments outlining general contractual terms, possibly covering service standards, compliance requirements, and other essential provisions necessary for the execution of process serving duties. The solicitation was posted on September 8, 2025, with a response deadline of October 3, 2025, indicating the timeframe for interested providers to submit their proposals. Overall, the contract emphasizes efficient, timely legal document service across multiple jurisdictions within and outside California, with a focus on adherence to specified deadlines and contractual standards.
