The United States Coast Guard Surface Forces Logistics Center (SFLC) has issued a combined synopsis/solicitation for the procurement of a specific aviation-related part: a Processor Flight Information unit, identified by NSN 6610-12-405-3711. This component is an Engine Room Control Console designed for use on the 4000 Series MTU Diesel Engines, manufactured by Rolls-Royce Solutions GmbH, part number B00E50206701. The procurement involves a sole-source, Firm Fixed Price contract under NAICS code 333998, anticipated to be awarded to Rolls-Royce Solutions GmbH or its authorized distributors exclusively. The item quantity is one unit, requiring individual preservation, packaging, and marking in strict compliance with MIL-STD-2073-1E Method 10 and MIL-STD-129R (except barcode labeling consistent with ISO/IEC 16388-2007, Code 39 symbology). Standard commercial packaging is explicitly unacceptable. The delivery is direct to the Coast Guard Cutter Richard Etheridge at USCG Base Miami Beach, with a receiving point also at the SFLC warehouse in Baltimore, Maryland. Failure to meet packaging, packing, marking, and barcoding requirements may result in rejection and payment delays. The solicitation process adheres to FAR Subpart 12.6 and simplified acquisition procedures under FAR 13.106, with proposals due by January 27, 2026. All responsible sources with valid DUNS numbers and active SAM registrations may submit quotations. The award will be made on a lowest price technically acceptable basis, with the government maintaining a strict prohibition on substitute parts. Prospective offerors must provide documentation including OEM authorization letters verifying the authenticity and eligibility to supply genuine parts. The solicitation incorporates numerous FAR and DHS Acquisition Regulation clauses governing compliance with federal statutes and executive orders, addressing issues such as contracting with inverted domestic corporations, subcontractor restrictions, labor laws, Buy American Act considerations, and electronic funds transfer requirements. The contracting officer for inquiries is Donna Scandaliato. This effort stresses the importance of meeting detailed Government packaging and representation requirements to ensure timely acceptance and payment.
